Im K nigsberger Gebiet. Es war das Sperrgebiet Kaliningradskaja Oblast. Von den Russen als Sieger 1945 im Besitz genommen. Und das war im Jahr 1947, im Herbst, kurz vor Ausweisung aller Deutschen aus Ostpreu en, als wir uns in diesem alten Haus begegnet waren. Es waren 3 Jahre unter Russische Besatzung nach dem Ende des Krieges, gelebten in der Art der Wolfkinder, nur ich hatte noch meine Mutter.

Doing so, she develops an analytical framework for understanding the struggle for network control that can be applied not only to American attempts to establish a global radio network in the early twentieth century but also to current US efforts to retain control of the internet.In the late nineteenth century, Britain was seen to control both the high seas and the global cable communication network under the sea. By the turn of the twentieth century, Britain's geopolitical rivals, including the United States, looked to radiotelegraphy that could circumvent Britain's dominance. Zajacz traces policymakers' attempts to grapple with both a new technology-radiotelegraphy-and a new corporate form: the multinational corporation, which managed the network and acted as a crucial intermediary. She argues that both foreign policy and domestic radio legislation were shaped by the desire to harness radiotelegraphy for geopolitical purposes and reveals how communication policy and aspects of the American legal system adjusted to the demands of a rising power. The United States was a reluctant power during the early twentieth century, because policymakers were unsure that companies headquartered in the United States were sufficiently American and doubted that their strategies served the national interest.

Published to coincide with the 200th anniversary of France's Declaration of the Rights of Man and of the Citizen, this book looks in depth at the use of torture during the French-Algerian War (1954-1962) to reveal the failure of that liberal democratic state to uphold its obligations on rights. Rita Maran examines the Mission Civilisatrice ideology that justified the routine use of torture during that war and points out that human rights violations traceable to ideology occur irrespective of a state's political system or tradition of rights. The book contrasts the routinization of torture with the contemporaneous global development of norms to assure human rights and abolish torture. Maran concludes that reliance on a state's avowedly benevolent traditions of rights is not necessarily sufficient to protect individuals against state-directed violence, and that international law on human rights can provide significant protection. The book begins with a brief history of torture in France up to the French-Algerian War. Torture, international human rights law, and civilizing mission ideology are then described and defined. The major portion of the book is devoted to interpretation of the discourse of exemplary people from three sectors of French society--government, the military, and the intellectuals--to demonstrate that reliance on the civilizing mission ideology rationalized the use of torture. Torture is a source of valuable and stimulating ideas for political scientists, historians, lawyers, social psychologists, journalists, ethicists, scholars of colonialism and colonial discourse, and all concerned with human rights as part of international discourse.
