Sanctions have become a central instrument of contemporary foreign policy, however their effectiveness is inevitably undermined by circumvention tactics. L'intenzione del prof. Gianfranco Moneta era di studiare a fondo il territorio calabro al fine di tutelarne le caratteristiche ambientali. Cio limitando i danni di un'edilizia che, a volte, in maniera disordinata e diffusa, si e abbarbicata ai centri antichi, snaturandoli. Tendeva a voler recuperare le caratteristiche ambientali e dei valori storico-artistici per la valorizzazione, senza escludere per questo un'ottica innovativa dal punto di vista urbanistico, piu coerente con le caratteristiche peculiari dei luoghi.Il fine della ricerca, condotta in diverse Universita d'Italia, doveva essere una una sorta di GIS che permettesse di operare in maniera piu consapevole in quel Territorio ad Enti e privati.
