Although one often thinks of collaborative management and related group problem-solving as different interests coming together in "peaceful harmony," nothing could be further from reality. Collaboration in real-world action requires steering and negotiation in virtually every situation, with a considerable process that precedes agreement. This progression is, in effect, a "mini" political and managerial process we have come to know as collaborative politics and its management. This volume explores the process and operations of collaboration and collaborative politics, from routine transactions—or "small p" politics—to the significant issue forces, or "big P" politics. Collaboration is defined here as the process of facilitating and operating in multiorganizational arrangements for addressing problems and producing solutions through the contributions of several organizations and individuals. Throughout the book, readers are gradually exposed to analysis of key findings in collaborative politics from the long research tradition in policy and political science. This book adapts a series of stories to highlight some of the dynamics of collaborative politics from a range of jurisdictions. The layout of an integrated circuit (lC) is the process of assigning geometric shape, size and position to the components (transistors and connections) used in its fabrication. Since the number of components in modem ICs is enormous, computer­ aided-design (CAD) programs are required to automate the difficult layout process. Prior CAD methods are inexact or limited in scope, and produce layouts whose area, and consequently manufacturing costs, are larger than necessary. This book addresses the problem of minimizing exactly the layout area of an important class of basic IC structures called CMOS cells. First, we precisely define the possible goals in area minimization for such cells, namely width and height minimization, with allowance for area-reducing reordering of transistors. We reformulate the layout problem in terms of a graph model and develop new graph-theoretic concepts that completely characterize the fundamental area minimization problems for series-parallel and nonseries-parallel circuits. These concepts lead to practical algorithms that solve all the basic layout minimization problems exactly, both for a single cell and for a one-dimensional array of such cells. Although a few of these layout problems have been solved or partially solved previously, we present here the first complete solutions to all the problems of interest.

The project "Mark: Subject, Object, Collaborator, Not Just Another Green Pepper" began 8 years ago when I was living in Palm Springs. I met Mark at a gay art salon. The first portrait of Mark in the book is the first portrait I shot of him, and still one of the finest images of HIM. I remember that photo shoot because it was the time that I discovered through him that he suffered from HIV related dementia and bipolar disorder. Many of the images involve capturing those disorders. But like any subject who gets photographed repeatedly over an 8 year period, it was imperative for there to be more to him then just an object, hence the reference to Edward Weston's green pepper photographs. Mark was a willing subject and open and available to anything and any whim at any time for my lens. We collaborated on many levels: psychic, physical, and creative.
