This book addresses two closely related questions: what is the process by which the relatively short and violent genocides of the twentieth century and beyond have occurred? Why have these instances of mass violence been genocidal and not some other form of state violence, repression, or conflict? Hiebert answers these questions by exploring the structures and processes that underpin the decision by political elites to commit genocide, focusing on a sustained comparison of two cases, the Nazi ' Final Solution' and the Cambodian genocide. The book clearly differentiates the structures and processes - contained within a larger overall process - that leads to genocidal violence. Uncovering the mechanisms by which societies (at least in the contemporary era) come to experience genocide as a distinct form of destruction and not some other form of mass or political violence, Hiebert is able to highlight a set of key process that lead to specifically genocidal violence.Providing an insightful contribution to the burgeoning literature in this area, this book will be of interest to students and scholars of genocide, international relations, and political violence.

From being characterized as ‘primitive tribe’ in the colonial imagination to become predominantly practitioners of the American Baptist faith, the Sumi Naga – formerly known as the Sema Naga – in the North-East Indian state of Nagaland have come a long way ever since this Naga tribe encountered the white man toward the latter half of the nineteenth century.This book in a way chronicles the transition of Sumi society from the period of colonial contact up to the present-day context. A critical understanding of Sumi society and culture is at the heart of the narrative, and the analysis of Sumi religion and world view remains the main thrust of this book. It is argued that the Sumi, who are overwhelmingly Baptists, are faced with new religious issues which has brought about not only schismatic divisions but also rendering ebullience to religious life, and that a new discourse has emerged in Sumi religion. The author positions himself as an ‘insider’, and in doing so has given a reflexive account of Sumi religious life, meanwhile substantiating the arguments and findings in the light of contemporary theoretical developments. The volume brings out compelling evidence that religion significantly shapes the daily life of the Sumi. This book maps and analyses the official British construction of the threat of cyberterrorism.By using interpretive discourse analysis, this book identifies ‘strands’ from a corpus of policy documents, statements, and speeches from UK Ministers, MPs, and Peers between 12 May 2010 and 24 June 2016. The book examines how the threat of cyberterrorism was constructed in the UK, and what this securitisation has made possible. The author makes novel contributions to the Copenhagen School’s ‘securitisation theory’ framework by outlining a ‘tiered’ rather than monolithic audience system; refining the ‘temporal’ and ‘spatial’ conditioning of a securitisation with reference to the distinctive characteristics of cyberterrorism; and, lastly, by detailing the way in which popular fiction can be ascribed agency to ‘fill in’ an absence of ‘cyberterrorism’ case studies. He also argues that the UK government’s classification of cyberterrorism as a ‘Tier One’ threat created a central strand upon which a discursive securitisation was established.This book will be of interest to students of Critical Security Studies, terrorism studies, UK politics, and international relations.

Constructing the Responsibility to Protect
This volume examines the ongoing construction of the Responsibility to Protect (R2P) doctrine, elaborating on areas of both consolidation and contestation.The book focuses on how the R2P doctrine has been both consolidated and contested along three dimensions, regarding its meaning, status and application. The first focuses on how the R2P should be understood in a theoretical sense, exploring it through the lens of the International Relations constructivist approach and through different toolkits available to conventional and critical constructivists. The second focuses on how the R2P interacts with other normative frameworks, and how this interaction can lead to a range of effects from mutual reinforcement and co-evolution through to unanticipated feedback that can undermine consensus and flexibility. The third focuses on how key state actors – including the United States, China and Russia – understand, use and contest the R2P.
