Growth in the technical capabilities of commercial and foreign space systems, potential exploitation of space by adversaries, increasing use of commercial space capabilities by U.S. forces, and continuing budget constraints are all changing the role of the U.S. military in space. The growth of commercial space markets, and the rapid privatization and increasing foreign ownership of commercial space assets, suggest that the Department of Defense must develop a long-term strategy to ensure adequate and secure access to commercial communications satellites and other commercial space resources. Space control will assume increasing importance in military operations, and space itself may become a theater of military operations. The United States should develop a long-term strategy to enable the U.S. military to deny space capabilities to potential adversaries. Such a strategy should rely on system or operational concepts that minimize collateral damage to commercial, civil, and third-party space assets and that do not violate existing arms control agreements or treaties. Space surveillance--the ability to precisely identify, track, and predict the position of objects in space --is an essential aspect of space control. Space control and changing space surveillance needs have implications for the Air Force as an institution.

Two of the most pressing issues for any theory of mental illness to be established and accepted is to define the mind and to determine whether mankind consists of both spiritual and physical natures or exists merely as a material existence. Although many professionals argue that the brain is the most relevant topic of discussion in mental illness, the mind is the reason why the idea of mental illness exists. The mind, therefore, must first be defined and understood before the brain-dysfunction theory can be evaluated and potentially applied. But such a study poses a problem for science-driven approaches, since the mind cannot be observed and the scientific method can only be applied to effects of the mind - such as behavior and physical changes to the body. These are some of the issues discussed in this volume.Likewise, this book explores the history of the current construct of mental illness, which Emil Kraepelin created and which led to the Nazi Holocaust. This philosophy and system/paradigm/construct is still the foundational theory behind today's mental health system. It is not just the Holocaust, however, which exposes that this utilitarian system is broken: history consistently reveals that denying the spiritual nature of mankind results in horrific and barbaric treatment of humanity. Despite this fact, the denial of the spiritual nature or reducing it to the physical nature is one of the major tenets on which the current construct of mental illness rests.Further, though modern day psychiatrists claim that they are altruistic, one must question why empathy and care should matter if humanity is not spiritual/moral in nature. If we are only physical bi-products of evolution (materialism), then why do we have a moral system at all, and why do we seek to remedy any distress or impairment in a person's life? Why not simply allow evolution to run its course? To believe in the classic medical model - which is today's construct of mental illness - is to deny the spiritual nature of humanity. Coping with Crisis: The Resilience and Vulnerability of Pre-Industrial Settlements
Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups.
