This text is about the very essence of urban planning in a market economy. It is concerned with people - landowners, developers, investors, politicians and ordinary members of the public - who produce change in towns and cities as they relate to each other and react to development Pressure. Whether Such Change Occurs Slowly And Is Almost Unnoticed, Or happens rapidly and is highly disruptive, a production process is creating a finished product: the built environment. This form of production, known as the land and property development process, is regulated but not controlled by the state. Urban planning is therefore best considered as one form of state intervention in the development process.; Since urban planning would have no legitimate basis without state power, it is an inherently political activity, able to alter the distribution of scarce environmental resources. Through doing so, it seeks to resolve conflicts of interest over the use and development of land. However, urban plans that appear to favour particular interests such as house-builders above others such as community groups provoke intense controversy. Development planning can thus become highly politicized, with alliances and divisions between politicians not always explained by traditional party politics.; These issues are explored with particular reference to statutory plan-making at the local level. The author draws on his extensive research into urban planning and development, making use of recent case studies and examples to illustrate key points. There are four parts. The first explores the operation of land and property markets and development processes, and examines how the state intervenes in the form of urban planning. The second part looks at the people and organizations who play a critical role in shaping the built environment and considers their relationship with the planning system. Despite extensive archaeological investigations in Norwich over many decades, its Middle Saxon origins as Norvic/Northwic remain obscure and elusive, and its Anglo-Scandinavian aspects have seen relatively little recognition until recently. This report focuses on five excavations in the historic core of the settlement. Lying on either side of the River Wensum, linked by a crossing, they revealed archaeological remains of the 7th to 11th centuries. The excavations were significant in revealing in-situ archaeological features of Middle Saxon date, along with a range of contemporary finds including a dispersed ‘coin hoard’ of the late 7th or early 8th century, sufficient to add weight to the hypothesis of an early trading centre. Triggered by the Danish invasion of East Anglia of AD 865, a burh to the north of the river enclosed the earlier mercantile centre and its river crossing during the early 10th century. Sites further south lay within Conesford – again, an area with Middle Saxon origins. It formed part of Norwich’s second burh which was enclosed in the 10th or early 11th century. Much of the archaeological evidence finds parallels at other Anglo-Scandinavian centres of the period. Of particular note are the different techniques of building construction exhibited on either side of the river, including sunken-floored buildings of urban form, one of which held the remains of a fishing net. This new analysis provides the opportunity to review the pre-Norman settlement at Norwich and its relationship to the river, trade and overseas contacts, agricultural activity and the fishing industry.

They are tossed carelessly into my grasp, a man and woman naked, bruised bloodied scared. I strike the man nearly knocking the life out of him. I grasp the woman and threw her onto my bed, she looks horrified. I don't see her; I don't see the life she once had. I don't feel her pain, I don't sense her passion. I shove a strong sharp clawed hand into her chest. The light goes out of her eyes. I howl I pull from her chest her beating heart; it stops beating. I ripped it open that hurts me, I reach inside and fi x the mistake that was made, that's hurting me. I close the heart with needle and thread. That scares me. The sewing resembles writing. I thrust the heart back into her chest. I need a rib so I now kill the man for his rib to fix her chest and close it. I strike her chest, so the heart could start to beat again. I fell to the floor exhausted and await her life to return. Her eyes opened, that scares me. Then the light returns that scares her. She screams and jumps up. She doesn't see me and run to the window. I cannot reach my master made the chains too short. A beautiful bird sees her and she clings to it and lifts her to heaven.
