Indianapolis has long been steeped in important moments in African American history, from businesswoman Madame C. J. Walker's success to the rise of the Ku Klux Klan to the founding of Crispus Attucks High School, which remained segregated through the 1960s. In African Americans in Indianapolis, author and historian David Leander Williams explores this history by examining the daunting and horrendous historical events African Americans living in Indianapolis encountered between 1820 and 1970, as well as the community's determination to overcome these challenges. Revealing many events that have yet to be recorded in history books, textbooks, or literature, Williams chronicles the lives and careers of many influential individuals and the organizations that worked tirelessly to open doors of opportunity to the entire African American community. Combining biography with foreign-policy analysis, David L. Anderson provides a fresh interpretation of Sino-American relations in the nineteenth century. The book focuses on the eight Americans who occupied the chief U.S. diplomatic post in China from 1861 to 1898 and personally shaped American policy toward China in the forty years before Secretary of State John Hay's Open Door Notes. Their policies, as Anderson explains, were as varied as the eight individuals, and yet at the same time were characteristically American—expressing both idealistic altruism and imperialistic self-interest. Ultimately, John Hay merged the altruism and the self-interest in the Open Door Notes of 1899 and 1900, which influenced much of America's twentieth-century conduct in Asia. Anderson reemphasizes Hay's role in bridging the differences that have plagued U.S. policy in China.

In March 1999, NATO forces began airstrikes against targets in Kosovo and Serbia in an effort to protect Kosovars against persecution. The bombing campaign ended in June 1999, and Kosovo was placed under transitional UN administration while negotiations on its status ensued. Kosovo eventually declared independence in 2008. Despite internal political tension and economic problems, the new nation has been recognized by many other countries and most of its inhabitants welcome its separation from Serbia. In Liberating Kosovo, David Phillips offers a compelling account of the negotiations and military actions that culminated in Kosovo's independence. Drawing on his own participation in the diplomatic process and interviews with leading participants, Phillips chronicles Slobodan Milosevic's rise to power, the sufferings of the Kosovars, and the events that led to the disintegration of Yugoslavia. He analyzes how NATO, the United Nations, and the United States employed diplomacy, aerial bombing, and peacekeeping forces to set in motion the process that led to independence for Kosovo. In Curious Visions of Modernity, David Martin unpacks a collection of artifacts from the visual and historical archives of modernity, finding in each a slippage of scientific rationality-a repressed heterogeneity within the homogenized structures of post-Enlightenment knowledge. In doing so, he exposes modernity and its visual culture as haunted by precisely those things that rationality sought to expunge from the "enlightened" world: enchantment, magic, and wonderment. Martin traces the genealogies of what he considers three of the most distinct and historically immediate fields of modern visual culture: the collection, the body, and the mapping of spaces. Speed-independent circuits offer a potential solution to the timing problems of VLSI. In this book David Dill develops and implements a theory for practical automatic verification of these control circuits. He describes a formal model of circuit operation, defines the proper relationship between an implementation and its specification, and constructs a computer program that can check this relationship. Asynchronous or speed-independent circuit design has gained renewed interest in the VLSI community because of the possibilities it provides for dealing with problems that arise with the increasing complexity of VLSI circuits. Speed-independent circuits offer a way around such phenomena as clock skew, which can be a serious obstacle in the design of large systems. They can expedite circuit design by reducing design time and simplifying the overall process. A major challenge to the successful utilization of speed-independent circuits is correctness. The verification method described here insures that a design is correct and because it can be automated it is a significant advantage over manual verification. Throughout this century, economics as a discipline has not always been distinguished by its insightful treatment of temporal and spatial considerations. The exponents of neoclassical synthesis have often been criticized for failing to incorporate the dimension of time into their machinations, and while the concept of space has fared somewhat better, it still suffers from semantic debate. Structural and/or sectoral considerations have also been lacking, either encumbered by polemics or confounded by the inherited simplicities of the stage theorists. This work, which applies the analytical system of Joseph Schumpeter to spatial and structural dimensions, attempts to explain the role played by change in profit-seeking economies.Following an introductory chapter that offers a brief description of the Schumpeterian dialectic and its explanation of how change occurs over time under capitalism, the book is divided into three main secions. The first addresses spatial considerations, covering ways in which Schumpeter's analysis can be applied to local and regional contexts in advanced economies; the dialectic in international economic processes, particularly the effect of multinational businesses on individual economies; and development prospects for Third World nations. Section two focuses on the structural dimension, specifically the emergence of service industries and Schumpeter's fears for the survival of capitalism. A hybrid overview of pole theory is also included. The final section offers reflections and a summary, and includes an assessment of the role of government in aiding or impeding change and an illustration of what governments can and cannot do to change their economies in the face of automatic capitalistic processes. The advances in transportation and communications have caused and supported the emergence of a global economy. The small economies are especially attractive to multinational companies for siting of production facilities because of lower costs and friendlier governmental attitudes. The emerging international economy has had an impact on third world countries in many ways. In general, international linkages and local economic sovereignty are inversely related. However, participation in the international economy is needed to balance the import/export flow used to improve the conditions in the smaller countries. Although external economic linkages are not risk-free, it appears that a certain amount of foreign involvement is necessary for successful economic development and improvement of conditions for small emerging nations. This work uses the Caribbean nations as a laboratory to show the various aspects of international linkages. This is especially appropriate because of the proximity of these countries to the North American markets.

Images of youngsters in handcuffs and prison uniforms have become common on the nightly news in the United States. As America's fascination with crime and justice has grown, so has attention to the ways in which youthful offenders are charged, tried, and sentenced. While they may once have been viewed as misguided youth, more and more juveniles are being charged as adults and sentenced to adult prisons. Myers questions whether doing so is an effective deterrent for young offenders, if rehabilitation is out of the question, and if youth and society are better served by sending children away to adult prisons rather than juvenile detention facilities. These questions and others are addressed in this careful analysis of the history and evolution of transfer laws that are increasingly prevalent throughout the United States.The move toward charging juvenile delinquents as adult criminals initially coincided with an increase in violent crimes committed by youthful offenders. However, as such policies have grown and expanded, the methods by which youth are formally treated as adults in the criminal justice system have changed. Here, Myers examines the demographic, legal, criminal, and social characteristics of those youth who are waived to adult courts, assessing the nature, use, and effectiveness of punishment and rehabilitation efforts in modern juvenile and criminal justice systems. He concludes that as long as separate juvenile and adult justice systems are maintained, there will be a desire and perceived need for transferring some youth to adult court. However, he suggests that such transfers should be facilitated on a much more limited basis, while greater resources and funding for prevention and early intervention should be implemented to prevent youth from offending in the first place. This controversial topic receives a thorough accounting in this volume, which will open readers' eyes to the realities of juvenile delinquency and its treatment by the criminal justice system.

For nearly 20 years, William Hubbs Rehnquist served as the 16th Chief Justice of the United States Supreme Court. During these two decades, the Court issued major decisions involving federalism, abortion, affirmative action, civil rights, privacy, and the 2000 presidential election. Throughout his tenure, Justice Rehnquist was conventionally perceived as a conservative, partly for the anti-civil rights memos he had written earlier in his career. He became a lightning rod for controversy during his confirmation hearings in 1972 for Associate Justice and again in 1986 when he became Chief Justice. Surprisingly, however, Hudson's balanced, nonpartisan examination of the Rehnquist Court and its personalities shows that Rehnquist's conservatism is quite mild compared to that of the ideological purity of Justices Clarence Thomas and Antonin Scalia, and that Rehnquist did an admirable job of playing moderator as Chief Justice, exhibiting sensitivity toward his colleagues.

Hudson's new book fills this void, focusing on the fascinating development of women's golf, the creation of the women's tour, star athletes of the past, and the astronomical rise of the present-day tour greats. In addition, Hudson examines women's golf in the context of the country's history of discrimination against women. Women's golf grew in popularity after the passage of the 19th Amendment in 1920, granting the right of suffrage. Unfortunately, gender discrimination remains a reality in the world of golf in certain locales of country club golf. Nonetheless, women's golf has never been more popular. For example, the Futures Tour, where girls and young women hone their skills on the way to the LPGA, has grown to more than 300 players from 27 countries, making it the largest international developmental tour in the world. And the 2006 LPGA Tour featured 34 events with prize money nearing $50 million, the highest ever in LPGA history. In 1890, Hudson writes, the Washington Post reported that some girls are anxious to learn golf, because they are really fond of sport and exercise; others, because it gives them a chance to show off a natty suit. Those girls are now acknowledged as women—and this book shows how very far they, and their sport, have come.
