Toward a Unified Modeling and Control for Sustainable and Resilient Electric Energy Systems
The electric power industry is reaching a tipping point at which technological, organizational and societal changes are extremely hard to reconcile. Different views are taken by different communities and the taxonomies used are hard to relate.This monograph considers the broad multi-disciplinary problem of providing sustainable and resilient electricity services. It introduces technology-agnostic unified modeling foundations and illustrates their use toward end-to-end cyber design for provable performance of complex electric energy systems. The role of cyber social-ecological energy systems (SEES) is formalized by using the language of large-scale dynamical systems and the key notion of interaction variables is introduced in support of their modeling as multilayered dynamical systems.It is stressed that qualitatively different cyber designs are required for enabling performance of qualitatively different SEES architectures and in particular, it is proposed that composite control-based hierarchical control lends itself more naturally to supporting large-scale regulated monopolies, and that distributed multi-layered control with or without coordination is key to supporting SEES architectures comprising many decision makers. Today’s hierarchical control is described as a particular case of hierarchical composite control. Having these formulations may help bridge R&D efforts across vastly multi-disciplinary communities working in the field of changing electric energy systems.

This book examines the relationship between corruption scandals and transitional processes in post-Miloševic Serbia after 2000. The study challenges the view that corruption has always been understood as a conflict between private interests and the public good, as these concepts are defined in Western democracies, and explores how anti-corruption discourse has been used for political mobilisation. Through an examination of high-profile political scandals in Serbia, the author shows how the meaning of corruption changed over time. In the early 2000s, corruption focused on the legacy of Miloševic’s rule and was identified through the public’s limited access to the privatisation process. By the end of the decade, conceptualisations of corruption in public debate were so diversified that each anti-corruption measure undertaken by the state was interpreted as an act of corruption by other voices in the discourse. In the spring of 1933, Yugoslav Jewish communities founded several local aid committees for Jewish refugees from Germany. Very soon, the Zionist-led Zagreb local committee took over the management and organisation of all refugee help. Its staff built up connections with Jewish organisations at home and abroad. However, contacts with the HICEM and the AJDC in Paris proved to be decisive. The nerve-wracking refugee work often led to battles over the distribution of funds, Palestine certificates, legal travel documents and safe escape routes. What did the aid measures of the local committees actually look like? What challenges did the aid workers have to face? What role did their Zionism play? And finally, what expectations did the refugees actually had? Based on research in numerous international archives, this study analyses the scope for action of Yugoslav Jewish actors in the 1930s. It provides new insights into refugee numbers, the system of aid networks, and it corrects outdated narratives. With its focus on the still neglected area of Southeast Europe, this study also makes an extraordinarily important and a new contribution to the history of the Holocaust.
