Das englische Kabinet war sehr empsindlich daruber, dass es auf Veranlassung des Fursten Gortschakow, wie auch Frankreich und Jtalien, aufgefordert worden war, feine Meinungsausserung uber das Memorandum binnen zweimal 24 Stunden abzugeben, und dass es uberhaupt von den Beschlussen der Konferenz, zumal in einer die Jnteressen Englands fo sehr beruhrenden Angelegenheit, erst nachtraglich unterrichtet worden war. Die Times versaumte auch nicht, ihrem Unmuth freien Lauf zu lassen und den Vorwurf zu erheben, dass der Dreikaiserbund sich mit Hintansetzung der ubrigen Grossmachte zu einem europaischen Areopag zugespitzt habe, unbekummert um die Wurde und das Recht der ubrigen drei Grossmachte, denen dadurch nur eine zweite Stellung eingeraumt wurde.
