In July 2019, staff of the New Jersey State Museum visited a cramped and dusty storage locker in Hunterdon County. Inside was a treasure trove of more than one thousand glass plate negatives. Each negative preserved an image of New Jersey at the turn of the 20th century. They once belonged to a Trenton resident who had used the plates as tools for his chosen art form. His name was Grant Castner. His art was photography. Castner’s glass plate negatives are a visual record of New Jersey’s social and cultural history. His many human subjects are rich and poor, young and old, Black and white. They are at work, at play, at home, and in the community. Castner also documented social change brought about by electricity, engineering, education, industry, and transportation. He captured the excitement of public amusements such as parades and fairs. He recorded the aftermath of floods, fires and other disasters. Castner also had a fondness for the outdoors. He used his camera to reflect on the beauty and tranquility that he found in the natural landscapes of New Jersey. It features ten case studies beginning with the breakdown of the Bretton Woods fixed exchange rate system through the current situation in which investors are assessing whether China could become the next bubble. Each chapter discusses how the respective crisis or bubble unfolded at the time, the way policymakers and markets responded, and the optimal strategy for positioning portfolios.The goal is to share these experiences and the lessons from them, so investors will be better prepared for future shocks. The opening chapter explores whether there are common patterns in movements of interest rates and exchange rates that investors can exploit. A conceptual framework is presented that helps explain why this is the case for traditional currency crises, but less so for asset bubbles. The purpose of this study is to question whether liberal political theories ought to inform the way policymakers and administrators analyze risk in proposed courses of environmental practice. In order to explore the relationship of liberal theory to rational practice in environmental policy, this project examines the risk analysis used to approve the genetically engineered bovine growth hormone in American agricultural policy. The Political Theories of Risk Analysis suggests that American environmental public policy is attempting to assess danger with an incomplete notion of utility, to eliminate the hazards of society with an inadequate contractual justification of political authority, and to publicly debate accepted levels of risk with an unfulfilled critical social theory. Because environmental risk analyses are incorrectly perceived as technically rational and socially apolitical, they result in practices that are muddled and misdirected. Making theoretical foundations explicit, however, could lead to improved practice. Public policy and administrative decisions regarding agricultural biotechnologies should and can function with more concern for democratic values.
