Eoin O'Duffy was one of the most controversial figures of modern Irish history. A guerrilla leader and protégé of Michael Collins, he rose rapidly through the ranks of the republican movement. By 1922 he was chief of staff of the IRA, a member of the Irish Republican Brotherhood's Supreme Council, and a Sinn Féin deputy in Dáil Éireann. As chief of police, O'Duffy was the strongest defender of the Irish Free State only to become, after his emergence as leader of the Blueshirt movement in 1933, the greatest threat to its survival. Increasingly drawn to international fascism, he founded Ireland's first fascist party, and led an Irish Brigade to fight under General Franco in the Spanish Civil War. He died in wartime Dublin, a Nazi collaborator, and a broken man. This study, the first ever biography of Eoin O'Duffy, draws on unpublished archival and personal papers to trace his journey from revolutionary republicanism to fascism. It examines the importance of cultural forces, including the legacy of the Irish-Ireland movement, Catholicism, anti-communism, and O'Duffy's ideas on sports, morality, and masculinity to explain his descent into extremism. Eoin MacNeill (1867-1945) was a founding figure in the Gaelic League, the Irish Volunteers, and the government of Ireland. As Professor of Early (including Mediaeval) History at University College Dublin was also one of the foremost Irish historians of his generation. As a professor, a politician, and the leader of a paramilitary organisation, MacNeill fused scholarship and activism into a complex life that both followed and led the course of Irish independence from gestation to maturation. MacNeill is arguably best known as the man who tried to stop the 1916 Rising. However, as this book shows, as a newspaper editor, a language teacher, a historian, a paramilitary leader, a parliamentarian, a convict, and a cabinet minister, he crafted both the ideas and institutions of his own time while revising scholarly understandings of the society and institutions of medieval Ireland through his teaching and writings. MacNeill was also a political theorist and even a propagandist who moulded the Irish-Ireland and Sinn Fein movements through his writings and his oratory. A supporter of the Anglo-Irish Treaty and the Free State's first minister for education, MacNeill lost his son Brian who was killed fighting on the anti-Treaty side of Ireland's Civil War. After independence, MacNeill was centrally involved in the attempt to redraw the Irish border in his role as the Free State's representative on the Irish Boundary Commission. Its collapse took MacNeill's political career down with it and he reverted to his passion for scholarship, drafted his memoirs, founded the Irish Manuscripts Commission, and delivered a landmark lecture tour in the United States. While he received adulation as a scholar in his last years, his contribution to politics and state formation was variously marginalised and maligned, a pattern that persisted in the decades after his death. This collection confronts the complexities and apparent contradictions of MacNeill's life, work, and ideas. It explores the ways in which MacNeill's activities and interests overlapped, his contribution to the Irish language and to Irish history, his evolving political outlook, and the contribution he made to the shaping of modern Ireland.

The separation of powers is an important principle of liberal constitutionalism. However, the traditional rationale behind institutional separation can no longer govern the distribution of authority in the modern state. This book develops a new model of the separation of powers theory for the administrative state. It argues for the replacement of the traditional theory with a new model which has the potential to both enhance democratic checks and balances and to legitimise the role of administrative and regulatory bodies in the modern state. Explaining how developments in modern governance have subverted the principles originally underpinning the separation of powers, the book identifies the ways in which lawyers and administrators have sought to preserve these democratic principles in particular areas. These piecemeal efforts are gathered together into a cohesive account of a radical overarching framework for institutional reform. Drawing on examples from the United Kingdom, Ireland and the U.S.A., the book provides both a descriptive and prescriptive analysis of the ways in which our legal and political notions of institutional separation have so far, and (more importantly) may, in the future, deal with the problems posed by the emergence of quasi-public administrative or regulatory agencies. Far from the traditional view of administrative agencies as a threat to democracy, administrative bodies, in fact, can provide a valuable opportunity for reforming public governance in a way which reinforces the foundational principles of democracy.

This book offers a discerning narrative on the spectacular rise and fall of the so-called Celtic Tiger economy. It depicts Ireland as a micro-state with a unique reliance on foreign-assisted businesses, driven in part by a favourable taxation regime. It shows that rent-seeking by trades unions and property developers contributed to the fall since 2002. Although the country’s highly centralized government’s pre-disposition to lobbying has yielded international successes, it has also resulted in recurring self-inflicted crises since 1970.This volume shows how Ireland’s export-led growth is associated more with the attraction of foreign-assisted businesses than with the development of critical masses of internationally competitive indigenous businesses. Although the success of foreign-assisted businesses in the pharmaceutical, ICT and finance sectors has been influenced by tax advantages, many of these businesses have been involved in highly productive activity in Ireland over a number of decades. The problem of rent-seeking is shown to have undermined Irish competitiveness in the internationally traded and sheltered sectors. The Irish policy mind-set is shown to lean towards distribution rather than growth. While this has been advantageous for how ‘Ireland Inc.’ interacts with other governments and international businesses, it has also resulted in a failure to resist the destructive effects of capture by lobbies.In conclusion, this book considers future opportunities offered by the EU’s smart-specialization policy and future threats from increased international tax competition. It argues that unless Irish citizens and policymakers change deep-seated attitudes and mind-sets towards business development, the country’s performance for the next number of decades will more likely resemble serial under-achievement than that of a high-performing EU state.

Explorations of figures and texts from Irish cultural and political history, including John McGahern, Derek Mahon, Roger Casement, and Tim Robinson, among many others, enable and invigorate the discipline of Irish cultural studies, and international ecocriticism on the whole. This book addresses the need to impress the urgency of lateral ecological awareness and responsibility among Irish cultural and political commentators; to highlight continuities and disparities between Irish ecological thought, writing, and praxis, and those of differential international writers, critics, and activists; and to establish both the singularity and contiguity of Irish ecological criticism to the wider international field of ecological criticism. With the introduction of concepts such as ecocosmopolitanism, "deep" history, ethics of proximity, Gaia Theory, urban ecology, and postcolonial environmentalism to Irish cultural studies, it takes Irish cultural studies in bracing new directions. Flannery furnishes working examples of the necessary interdisciplinarity of ecological criticism, and impresses the relevance of the Irish context to the broader debates within international ecological criticism. Crucially, the volume imports ecological critical paradigms into the field of Irish studies, and demonstrates the value of such conceptual dialogue for the future of Irish cultural and political criticism.
