Ging es in den 1960er, 1970er und 1980er Jahren in Magazinen und Zeitungen um das Thema Sexualitat, wurde sehr haufig der Diplom-Psychologe Helmut Kentler (1928-2008) zitiert; sein 1976 erschienenes Buch Eltern lernen Sexualerziehung avancierte zum Bestseller. Auch im Radio und im Fernsehen war Kentler damals nahezu dauerprasent. Heute dagegen steht er wegen seines Eintretens fur sexuelle Kontakte zwischen Kindern bzw. Jugendlichen und Erwachsenen in der Kritik. Das Buch zeichnet Kentlers facettenreiche Biografie nach und sucht Antworten auf verschiedene Fragen wie: Wer oder was begunstigte, dass er 1976 eine Professur an der Universitat Hannover erhielt? Warum forderte Kentler die Legalisierung von Sexualkontakten zwischen Kindern bzw. Jugendlichen und Erwachsenen? Aus welchen Grunden wurde diese Forderung relativ lange nur vergleichsweise wenig kritisiert? Das Buch stutzt sich auf zahlreiche Quellen, darunter diverse Archivmaterialien und Zeitzeugengesprache.

Systeme - Historisches, Note: 2, Ludwig-Maximilians-Universität München (Geschwister-Scholl-Institut für Politische Wissenschaft), 12 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: Um den Regierungsstil und die Art der Amtsführung eines Bundeskanzlers, und deren Auswirkungen auf Entscheidungsprozesse in der Politik reflektieren und beurteilen zu können, müssen zunächst die eigentlichen Kompetenzen und die Stellung des Bundeskanzlers dargestellt werden. Hier ist festzustellen, dass die Rolle des Kanzlers als herausragend angesehen wird. Zentrale Grundlage für die weit reichenden Kompetenzen des Bundeskanzlers ergeben sich aus dem so genannten Kanzlerprinzip. Nach Art. 65 GG hat der Kanzler die Richtlinienkompetenz, das heißt, gegenüber dem Kabinett "bestimmt (er) die Richtlinien der Politik und trägt dafür die Verantwortung" . Dem gesamten Bundestag gegenüber ist er für die Regierungsarbeit verantwortlich. Dabei kommt ihm nach Art. 65 Abs. 1 Satz 4 GG die Leitungskompetenz über die Geschäfte zu. Nach ? 1 Abs. 2 GOBReg hat er die Pflicht und das Recht, auf die Durchführung der Richtlinien zu achten. Außerdem ernennt der Bundespräsident entsprechend dem Kabinettsbildungsrecht auf Vorschlag des Bundeskanzlers die Bundesminister (Art. 64 Abs. 1 GG), deren Ämter nach Art. 69 Abs. 2 GG an das des Bundeskanzlers gebunden sind. Zu betonen ist, dass jeder Minister im Rahmen der Richtlinie des Bundeskanzlers entsprechend dem Ressortprinzip für sein Ministerium verantwortlich ist, das besagt Art. 65 Abs. 1 Satz 2 GG. Der Bundeskanzler kann hier nicht ohne weiteres in einzelnen Sachfragen eingreifen. Das Kollegialprinzip grenzt nach Art. 65 Abs. 1 Satz 3 GG die Richtlinienkompetenz des Bundeskanzlers zudem noch ein, indem es vorgibt, dass bei Meinungsverschiedenheiten zwischen den Ministern die Bundesregierung als Kollegium entscheidet. Hier finden sich somit Handelsbefugnisse und Kompetenzen für das Kabinett als Kollektiv in Abgrenzung zu alleinigen Befugnissen und Vorgaben des Kanzlers. Dieser kurze Abriss macht die Stellung des Bundeskanzlers deutlich. Dennoch: Wie führungsstark ein Kanzler ist, zeigt die Realität. Die Richtlinie orientiert sich am Gesamtcharakter der Politik. Im Falle von Helmut Schmidt betont der Autor Michael Schwelien: "In der Tat gibt das Grundgesetz dem Kanzler eine äußerst starke Stellung - aber wenn der Koalitionspartner sich abwendet, nutzt das alles nichts." Ob Helmut Schmidt als fünfter deutscher Bundeskanzler Führungspotenzial bewiesen hat, soll in dieser Arbeit im Zusammenhang mit dem RAF-Terrorismus zur Zeit des "Deutschen Herbstes" beleuchtet werden.

This book contains a critical Sanskrit edition of the first five chapters of a work that presents the steps of the path to full Awakening according to the "Great Vehicle" of Buddhism. The author of the work, the Indian scholar Candrakirti (circa A.D. 570-650), is one of the most important representatives of the Madhyamaka, the "Middle Way" school. A central theme of the tradition is the emptiness or lack of reality of all things and beings. Those aspiring to achieve Awakening, the bodhisattvas, dedicate themselves to cultivating insight into emptiness and realizing the ultimate state of things, as well as to perfecting the practice of a group of ethical and spiritually oriented qualities, such as generosity and patience, for the sake of attaining Buddhahood. Unlike the followers of the so-called "Lesser Vehicle" the bodhisattvas vow, due to their deep compassion, to postpone entering Nirvana until they reach Buddhahood, since it is the attainment of Buddhahood that endows them with the power to comprehensively help sentient beings. Until now, these first five chapters of the Madhyamakavatarabhasya were available to scholars only in their Tibetan translation. The textual edition presented here is based on the sole extant, and only recently available, Sanskrit manuscript of the work, which had been preserved for centuries in Tibet. The new access to the text in its original language not only facilitates a better understanding of Candrakirti's philosophical views and his stance on topics relevant to liberation but allows for deeper appreciation of his contribution to an important phase of Indian Buddhism.

This book offers a comprehensive survey of basic elements of nuclear dynamics at low energies and discusses similarities to mesoscopic systems. It addresses systems with finite excitations of their internal degrees of freedom, so that their collective motion exhibits features typical for transport processes in small and isolated systems. The importance of quantum aspects is examined with respect to both the microscopic damping mechanism and the nature of the transport equations. The latter must account for the fact that the collective motion is self-sustained. This implies highly nonlinear couplings between internal and collective degrees of freedom --- different to assumptions made in treatments known in the literature. A critical discussion of the use of thermal concepts is presented. The book can be considered self-contained. It presents existing models, theories and theoretical tools, both from nuclear physics and other fields, which are relevant to an understanding of the observed physical phenomena.
