Information Sharing Among Military Headquarters
New concepts such as network-centric operations and distributed and decentralised command and control have been suggested as technologically enabled replacements for platform-centric operations and for centralised command and control in military operations. But as attractive as these innovations may seem, they must be tested before adoption. This report assesses the effects of collaboration across alternative information network structures in carrying out a time-critical task, identifies the benefits and costs of local collaboration, and looks at how Oinformation overload' affects a system.

Soon after Operation IRAQI FREEDOM began in March 2003, RAND Arroyo Center began a project, completed in January 2006, to produce an authoritative account of the planning and execution of combat and stability operations in Iraq and to recommend changes to Army plans, operational concepts, doctrine, and Title 10 functions. This report presents a broad overview of the study findings based on unclassified source material.
Analytic Support to Intelligence in Counterinsurgencies
Operations in Iraq and Afghanistan have shown that U.S. forces need more-effective techniques and procedures to conduct counterinsurgency. They will most likely face similar, irregular warfare tactics from future enemies. This monograph examines the nature of the contemporary insurgent threat and provides insights on using operational analysis techniques to support intelligence operations in counterinsurgencies. It examines the nature of the contemporary insurgent threat and provides insights on using operational analysis techniques to support intelligence operations in counterinsurgencies.

Since 2007, security has improved dramatically in Iraq. The U.S. and Iraqi governments - and most Iraqis - want to see both the U.S. presence there reduced and the Iraqi government and security forces assuming a greater role in providing for public security. The challenge is to effect this drawdown while preserving security and stability in the country and in the region. In response to tasking from the U.S. Congress, RAND researchers conducted an independent study to examine drawdown schedules, risks, and mitigating strategies. They identified logistical constraints on moving equipment out of the country, assessed trends in insurgent activity and the ability of Iraqi security forces to counter it, and examined the implications for the size of the residual U.S. force and for security in Iraq and the region. This book presents alternative drawdown schedules - one consistent with the Obama administration's stated intentions and two others, one somewhat slower and another faster - that are responsive to these factors. It also recommends steps that the United States can take to alleviate anticipated constraints, overcome likely resistance, and reduce the potential risks associated with a drawdown. For more than 60 years, decisionmakers in the public and private sectors have turned to the RAND Corporation for objective analysis and effective solutions that address the challenges facing the nation and the world.

In many cases, the available space on a Marine Expeditionary Unit s (MEU s) ships falls far short of what is needed to transport the full set of required equipment. A RAND-developed software tool, the Marine Air-Ground Task Force (MAGTF) Equipment Structural Assessment (MESA) application, was designed to assist MEU mission planners in maximizing the effectiveness of limited equipment inventories."

This updated edition of the Handbook of Inorganic Compounds is the perfect reference for anyone that needs property data for compounds, CASRN numbers for computer or other searches, a consistent tabulation of molecular weights to synthesize inorganic materials on a laboratory scale, or data related to physical and chemical properties. Fully revised, the second edition includes new data on inorganic optical materials, radiation detection inorganics, thermochromic compounds, piezochromic compounds, catalysts, superconductors, and luminescent (fluorescent and phosphorescent) inorganics.Compiled for chemists, chemical engineers, materials scientists, and other scientists, this handbook provides:Basic, essential property data for compounds that they wish to use in their database compilations, research, and applications workAmerican Chemical Society (ACS) Chemical Abstract Registry Numbers (RNs, or CAS numbers) for computer and other searches. An effort has been made to include CAS numbers for both hydrated chemical compounds and their parent anhydrous compoundsA tabulation of molecular weights for calculations. In this handbook, molecular weights have been calculated to three decimal places in all casesTextbook and inorganic chemistry resource booksThe Handbook of Inorganic Compounds: Second Edition consists of data for 3,326 selected gas, liquid, and solid compounds, including representative compounds of several different classes of compounds. Choices of compounds were based on criteria such as inclusion of the compounds in various handbooks of laboratory chemicals, discussion in recent research publications, compounds important to inorganic materials chemistry, and comments of the Advisory Committee guiding the production of the first edition of the handbook.

Egocentric network analysis is used widely across the social sciences, especially in anthropology, political science, economics, and sociology, and is increasingly being employed in communications, informatics, and business and marketing studies. Egocentric network analysis requires a unique set of data collection and analysis skills that overlap only minimally with other network methodologies. However, until now there has been no single reference for conceptualizing, collecting, and analyzing egocentric social network data. This comprehensive guide to study design, data collection, and analysis brings together the state of knowledge with the most effective research tools to guide newcomers to this field. It is illustrated with many engaging examples and graphics and assumes no prior knowledge. Covering the entire research process in a logical sequence, from conceptualizing research questions to interpreting findings, this volume provides a solid foundation for researchers at any stage of their career to learn and apply ego network methods.

Managing Organizations to Sustain Passion for Public Service

Managing Organizations to Sustain Passion for Public Service

James L. Perry

pokkari
Almost three decades ago, James Perry created the first survey instrument to measure public service motivation. Since then, social and behavioural scientists have intensively studied the motivating power of public service. This research relating to public service motivation, altruism and prosocial motivation and behaviour has overturned widespread assumptions grounded in market-orientated perspectives and produced a critical mass of new knowledge for transforming the motivation of public employees, civil service policies and management practices. This is the first study to look systematically across the different streams of research. Furthermore, it is the first study to synthesize the research across the applied questions that public organizations and their leaders confront, including: how to recruit ethical and committed staff; how to design meaningful public work; how to create work environments that support prosocial behaviour; how to compensate employees to sustain their public service; how to socialise employees for public service missions; and how to lead employees to engage in causes greater than themselves.
