Doch berraschenderweise hat sich die Situation nach der Einf hrung des Gesetzes noch verschlimmert. Die Armee verletzt die Menschenrechte der Einwohner, indem sie sie foltert, verhaftet und ihre H user unter dem Vorwand eines Verdachts durchsucht. Sie schikanieren die Frauen, die den K mpfern Unterschlupf gew hren. Tausende von F llen von Vergewaltigungen und sexuellen Bel stigungen wurden der Armee gemeldet. Doch mangels angemessener Ermittlungen erhalten die Opfer keine Gerechtigkeit. Immer wieder erhebt die Zivilgesellschaft ihre Stimme, um das drakonische Gesetz aufzuheben. Auch die Zentralregierung denkt manchmal daran, es aufzuheben, aber in der Praxis tut sie nichts. Internationale Organisationen wie die Vereinten Nationen und Amnesty International sprechen zwar Empfehlungen aus, doch die Menschen im Nordosten kommen nach wie vor nicht in den Genuss ihrer grundlegenden Menschenrechte.
