Soviel Aufregung und das, obwohl die These nicht neu ist. Vor uber 40 Jahren stellte der amerikanische Wirtschafts- und Politikwissenschaftler Anthony Downs ein Modell auf, das den ersten Teil der Aussage Richard von Weizsackers direkt trifft. Darin ubertragt er die Modellvorstellungen der Volkswirtschaftslehre auf die Politik. Ausgehend vom Bild des privatwirtschaftlichen Unternehmers, der versucht, den Gewinn seines Unternehmens zu maximieren, unterstellt Downs bei allen politischen Entscheidungstragern - bei Wahlern, Parteien, der Regierung und Politikern - das Vorherrschen von Eigeninteressen. Alle sind sie getrieben und motiviert vom Wunsch nach Macht, Einkommen und Prestige. Um zu verstehen auf welchem ideengeschichtlichen Fundament das Modell fusst, wird in der vorliegenden Arbeit zuerst auf theoretische Grundlagen eingegangen, die von anderen politischen und wirtschaftlichen Denkern geschaffen wurden. Insbesondere spielt in diesem Zusammenhang die Veranderung der Vorstellungen uber Rationalitat bzw. Vernunft eine Rolle. Die Person, die diesen Ansatz wohl am meisten geprgt hat ist Anthony Downs. In seinem 1957 erschienenen Werk "konomische Theorie der Demokratie" entwickelte er Hypothesen zum Verhalten politischer Akteure unter der Anwendung wirtschaftswissenschaftlicher Methoden. Im ersten Teil uert er sich in der Einleitung zu dem Punkt "Grundlagen des Whlens" folgendermaen: "Um ihre Politik so planen zu knnen, da sic ] sie Stimmen gewinnt, mu sic ] die Regierung einen Zusammenhang, zwischen dem, was sie tut, und der Wahlentscheidung der Brger finden. In unserem Modell leitet sich dieser Zusammenhang aus dem Axiom her, da sic ] die Brger in der Politik rational handeln." (Downs 1968: 35). Was jedoch versteht Downs unter diesem Zusammenhang? Oder eine noch vorangestellte Frage wre, welches Verstndnis er von Rationalitt hat. Wodurch zeichnet sich dann der rationale Mensch in seiner Vorstellung aus und wie bertrgt er sein daraus resultierendes Menschenbild dann auf das Verhalten des Whlers? Diese Fragen sollen durch die zusammenfassende Darlegung seiner konomischen Theorie der Demokratie im ersten Teil dieser Arbeit geklrt werden. Weiter stellt sich aber die Frage, in welchem Ma sein Modell praktische Anwendung findet und welche Probleme dabei auftauchen. Kann ein solch positives und deduktives Modell mit seiner Sparsamkeit der Wirklichkeit gerecht werden oder kommt es zu so groen Differenzen zwischen Theorie und Realitt, sodass sie ihren Anspruch auf handlungstheoretische Erklrungen fr Wahlverhalten verliert (vgl.
