S o Lu s, la capitale du Maranh o, la l gislation approuv e depuis la Constitution de l' tat de 1989 jusqu'en 2014 n'a pas permis de mettre en oeuvre l'arrangement institutionnel n cessaire la gestion de la r gion m tropolitaine. Cette tude a subventionn des d bats publics sur les instruments juridiques et institutionnels capables de rendre efficace la r gion m tropolitaine du Grand S o Lu s, la lumi re du statut de la m tropole. La section r gionale propos e et l'analyse des indicateurs sociaux, politiques, conomiques et environnementaux de cette tude marquent le d but d'une r flexion collective - avec la soci t civile, les gestionnaires, les professionnels, les techniciens et les chercheurs - qui a pu surmonter les barri res et les obstacles historiquement plac s sur le chemin des politiques urbaines et de la gouvernance interf d rale d'une r gion m tropolitaine.

Con l'approvazione dello Statuto delle Metropoli, il Sistema Nazionale di Sviluppo Urbano ha stabilito i criteri e le linee guida per la politica di sviluppo delle regioni metropolitane brasiliane, con la conseguente necessit di adeguare e adattare gli assetti metropolitani esistenti, in quanto sarebbero state riconosciute solo le unit territoriali che avessero attuato il loro sistema di governance interfederativa. A S o Lu s, la capitale del Maranh o, la legislazione approvata dalla Costituzione statale del 1989 fino al 2014 non ha permesso di attuare l'assetto istituzionale necessario per gestire la regione metropolitana. Questo studio ha sovvenzionato un dibattito pubblico sugli strumenti legali e istituzionali in grado di rendere effettiva la Grande Regione Metropolitana di S o Lu s, alla luce dello Statuto della Metropoli. La proposta di sezione regionale e l'analisi degli indicatori sociali, politici, economici e ambientali di questo studio segnano l'inizio di una riflessione collettiva - con la societ civile, gli amministratori, i professionisti, i tecnici e i ricercatori - che stata in grado di superare le barriere e gli ostacoli storicamente frapposti alle politiche urbane e alla governance interfederativa di una regione metropolitana.

With the approval of the Metropolis Statute, the National Urban Development System established the criteria and guidelines for the development policy of Brazilian metropolitan regions, resulting in the need for adjustments and adaptations to existing metropolitan arrangements, since only those territorial units that implemented their interfederative governance system would be recognized. In S o Lu s, the capital of Maranh o, the legislation passed from the 1989 State Constitution until 2014 did not make it possible to implement the institutional arrangement needed to manage the metropolitan region. This study supported public discussions on the legal and institutional instruments capable of making the Greater S o Lu s Metropolitan Region effective, in the light of the Metropolis Statute. The proposed regional section and the analysis of social, political, economic and environmental indicators in this study mark the beginning of a collective reflection - with civil society, managers, professionals, technicians and researchers - which has been able to overcome the barriers and obstacles historically placed in the way of urban policies and the inter-federative governance of a metropolitan region.

In S o Lu s, der Hauptstadt von Maranh o, war es aufgrund der seit der Staatsverfassung von 1989 bis 2014 verabschiedeten Gesetze nicht m glich, das f r die Verwaltung der Metropolregion erforderliche institutionelle Arrangement umzusetzen. Diese Studie f rderte die ffentliche Diskussion ber die rechtlichen und institutionellen Instrumente, die geeignet sind, die Metropolregion S o Lu s im Lichte des Statuts der Metropole effizient zu gestalten. Der vorgeschlagene regionale Abschnitt und die Analyse der sozialen, politischen, wirtschaftlichen und kologischen Indikatoren in dieser Studie markieren den Beginn einer kollektiven Reflexion - mit der Zivilgesellschaft, Managern, Fachleuten, Technikern und Forschern -, die in der Lage war, die Barrieren und Hindernisse zu berwinden, die in der Vergangenheit der Stadtpolitik und der interf derativen Verwaltung einer Metropolregion im Weg standen.
