The Reminiscences of Adm. Arthur D. Struble, USN (Ret.)
The most significant part of Admiral Struble’s memoir is comprised of descriptions of his role in the area of amphibious warfare in World War II and Korea. Struble graduated from the Naval Academy in 1915 and served in several ships as a junior officer, including the refrigerated stores ship USS Glacier (AF-4) during the early part of World I and soon after commanded the destroyers USS Stevens (DD-86) and USS Shubrick (DD-268). In the 1920s he was in the crew of the battleship USS California (BB-44) and remained on board as a member of the staff of Commander Battleships and later Commander Battle Force. He was involved in amphibious landing exercises in the early 1930s on the staff of Commander Battleship Division Three, 64-65. Duty in the battleship USS New York (BB-34) and the heavy cruiser USS Portland (CA-33) was sandwiched around service as communications officer of the 12th Naval District. He had tours in the politico-military Central Division of OpNav in the late 1930s and early 1940s. At the outset of World War II he commanded the light cruiser CA Trenton (CL-11). In 1943-44 Struble served as chief of staff to Commander Task Force 122 for the American naval portion of the invasion of Normandy, France, on D-Day. Shortly after, he commanded amphibious groups that liberated the Philippine Islands in the war against Japan. He had a number of encounters with Army General Douglas MacArthur during that campaign and a few years later during the Korean War. After the war’s end, Struble commanded Mine Force Pacific Fleet and Amphibious Force Pacific Fleet. He served 1948-50 as Deputy Chief of Naval Operations (Operations) and in 1950-51 was Commander Seventh Fleet at the outset of the Korean War. The oral history contains Struble’s detailed recollections of the September 1950 invasion of Inchon, Korea. In 1951-52 he was Commander First Fleet and from 1952 to 1955 was assigned as a U.S. representative to the United Nations.

His story reveals how those in the Military Government of Germany who were dedicated to carrying out the war aims promulgated by Roosevelt and Eisenhower for a thorough democratization of Germany were ultimately defeated in their confrontation with powerful elements in the Military Government and in Washington who were more intent upon launching a preemptive war against the Soviet Union than upon the eradication of Nazism and German militarism. A twenty-three-year-old OSS operative, Arthur Kahn was assigned after D-Day to a psychological warfare unit, where at first he supervised prisoner-of-war interrogations and then served as an editor of intelligence. Instructed to respond to requests from Supreme Headquarters, he drafted proposals for psychological warfare approaches to critical situations at the front only to discover that a SHAEF directive banned calls to the Germans to revolt. Subsequently Kahn served in liaison with the Soviets and during the Battle of the Bulge at Montgomery's British headquarters. For several months before and after VE Day he traveled through the American Zone as an intelligence investigator and wrote a report that led to the dismissal of General George S. Patton as Military Governor of Bavaria. Appointed Chief Editor of Intelligence of the Information Control Division, he produced the most influential intelligence weekly in the American Zone. Kahn's portrayal of events in postwar Germany provides warnings for current and future American experiments in foreign occupation.

Over the past two decades, the assessment of Attention-Deficit/Hyperactivity Disorder (AD/HD) has evolved into a sophisticated balance of science and clinical judgement essential for arriving at reliable and valid diagnostic de- sions. Because of the precarious mix of clinical and empirical skill needed to evaluate children with this disorder, diagnostic practice in this area has been found wanting by many critics. In fact, a 1998 National Institutes of Health consensus panel concluded that “existing diagnostic treatment practices … point to the need for improved awareness by the health service sector conce- ing an appropriate assessment, treatment, and follow-up. A more consistent set of diagnostic procedures and practice guidelines is of utmost importance” (p. 21). Drs. Arthur D. Anastopoulos and Terri L. Shelton have designed a book that addresses this need. A number of themes are highlighted throughout the text. Perhaps the most important is that the assessment guidelines set forth in this book represent a balance between science and practice. The authors account for the realities of clinical practice in an age of managed care while challenging clinicians to heed the lessons of empirical research. Although the use of empirically based asse- ment procedures may at times fly in the face of cost constraints (e. g. , systematic evaluation of medication effects), the authors present a strong argument for them. Further, they call upon their vast clinical experience to provide concrete suggestions for translating research findings into effective evaluations.

Emil J. Gumbel (1891-1966) began his career simply as a professor of mathematical statistics in Heidelberg, but he is most remembered as a political activist militantly advocating for pacifism during the complicated and volatile times of the Weimar Republic in Germany. As a Jew with left-wing socialist and democratic sensibilities, he was exiled to France and later America. Ironically, the same writings on political terror and politicized justice in Nazi Germany that caused his ostracization saved his life. A courageous man, Gumbel spoke out passionately against the Nazis and came to symbolize a "one-man party" at the centre of controversy in German academia. His intellectual and moral vigour never waned, and despite his significant scientific contributions, it is his legacy of political ideology that endures for later generations to learn from.
