(Schmitt 1922, 11) Mit dieser einprgsamen Formulierung beginnt Carl Schmitt sein 1922 erstmals erschienendes und viel diskutiertes Werk "Vier Kapitel zur Lehre von der Souvernitt." Im selben Werk hlt er fest, dass Souvernitt "nicht als Zwangs- oder Herrschaftsmonopol, sondern als Entscheidungsmonopol" zu definieren sei. Dieses Entscheidungsmonopol scheint drei Generationen spter, im weltweiten Kampf gegen den Terrorismus eine Renaissance zu erfahren. Als der amerikanische Prsident Goerge W. Bush nach den Anschlgen vom 11. September 2001 die westliche Welt hinter sich rief und eine "Achse des Bsen" definierte, teilte er die Welt - ganz in schmittscher Tradition - in Freund und Feind. Nicht nur die heraufbeschworene Bipolaritt wurde seither weiter gefestigt, auch der symbolische Ausnahmezustand den George W. Bush schuf als er sich, seine Nation und eine "Koalition der Willigen" dem Kampf gegen den internationalen Terrorismus verschreib, scheint lngst ein juristischer geworden zu sein. Weltweit opfern Nationen ihre Freiheitsrechte der Sicherheit und die Suche nach inneren und ueren Feinden hat ein Ausma erreicht, in dem sie das Leben nahezu aller berhrt. In diesem Zusammenhang scheint sich die Formel der Souvernitt, wie sie Schmitt anbietet, als eine postmoderne Lehre zu etablieren, die uns wieder nher beschftige sollte. Es bietet sich also an, den Souvernittsbegriff Schmitts nher zu beleuchten, um die politische Welt unserer Zeit besser zu verstehen. Dieser Aufgabe widmete sich Giorgio Agamben in der Trilogie "homo sacer" (Einaudi 1995ff.) bereits vor den Anschlgen vom 11. Miss Cluck is taking her class camping. There are various mishaps along the way - the little mice find it difficult to keep up, then Maxwell drops his Teddy in the stream while they play pooh-sticks. Each time, Boris comes to the rescue - earning him praise from Miss Cluck and his classmates. Eventually the animals find a lovely spot for their tepee and they spend the afternoon decorating it before setting off to gather berries for supper. But . . . when they get back to their lovely tepee, they discover that . . . 'Someone had scribbled on the sides. Someone had drawn a moustache on Miss Cluck's face. Someone had pulled down the sticks . . . And someone was going to be in BIG trouble!' The culprits are two naughty wolf cubs and they laugh in the face of Miss Cluck's reprimands (after all, since when have wolves been scared of chickens?) but they soon lose their bravado when Boris steps in with his big bear grin. So Miss Cluck and her pupils reclaim their tent and, after an evening of songs and stories, they're ready for bed. There isn't much room in the tepee once Boris has settled down, but no one minds a bit, after all, they all have a soft, cosy place to sleep!
