Excerpts of the letter from Liz to Josh Hopefully, I can explain myself well enough to earn your forgiveness. My life got flipped upside down the week before I met you. I told you Daddy got mauled by a bear and that my cousin Damon and I became lost trying to save him, but that's not exactly the truth. Perhaps one day I will explain, but now isn't the right time. ...] My cousin Damon has disappeared. I have a good idea where he went, and he told everyone he'd be fine, but something in my heart tells me he's in trouble. Not just Damon. I have a dreadful feeling that something bad is about to happen to me, as well. After praying my guts out, I finally received some guidance about what I need to do. I'm going after him. I don't know why or how, but because of that still small voice, I'm sure it's the right thing to do. I'm leaving early this morning, and I'm truly sorry I won't see you before you go home. Thank you for serving the Lord. You've blessed my life in more ways than you know. You might be wondering why I've given you a rock ... well, I'm hoping you'll find out soon why I felt you should have it. God placed us on the same dock at the same time, and I truly hope our paths cross again someday Sincerely, Elizabeth Bracken

Reform and Leadership in the Public Sector

Reform and Leadership in the Public Sector

Joe L. Wallis; Brian E. Dollery; Linda McLoughlin

Edward Elgar Publishing Ltd
2007
sidottu
The authors provide a fresh and accessible multi-disciplinary perspective on public management reform in this study. The work includes a broad survey of the paradigms and patterns that have shaped and differentiated the reform process in different countries. The book focuses on two themes not usually considered together. First, the scope and limits of the role economists have played in reform processes, not simply in terms of providing analytical models but in the actual leadership required to advance reform coherently. Secondly, the authors examine the importance of developing leadership at all levels of the public sector to take advantage of the opportunities reforms have generated, and to create new sources of public value. In bringing these themes together they uniquely show how the family of economic theories (public choice, agency theory and new institutional economics) can be adapted to explain why there might be a demand for developing public sector leadership that reflects an 'appreciative' managerial style as opposed to the hard-edged contractualism often associated with public management reform.

A priority of the United States Space Force (USSF) is to improve vertical and horizontal integration and synchronization of space capabilities. To assist with this priority, the authors of this research defined existing challenges and recommended ways that USSF can facilitate the integration and synchronization of space acquisition and fielding to support the timely delivery of end-to-end space capabilities to the joint force.
The Political Economy of Local Government

The Political Economy of Local Government

Brian E. Dollery; Joe L. Wallis

Edward Elgar Publishing Ltd
2001
sidottu
In recent decades, local government has become increasingly complex. The Political Economy of Local Government draws upon recent developments in economics, including new institutional economics, and contemporary advances in the theories of social capital and leadership, in order to explain local government policy formulation. The authors go beyond the study of local public goods to explore the sources of market failure and examine whether local authorities are more susceptible to certain types of government failure. In addition, a transaction cost analysis of markets, hierarchies and networks is applied to ascertain the comparative institutional advantage local authorities might have in the supply of local governance. The book also considers the extent of the influence that these recent advances in the theories of social capital and leadership have on the process and implementation of local government policy. This book offers a fresh and readily accessible perspective on the political economy of local government policy making, and will be of particular interest to students and practitioners of economics, political science, public administration, policy studies and local government.
The Political Economy of the Voluntary Sector

The Political Economy of the Voluntary Sector

Brian E. Dollery; Joe L. Wallis

Edward Elgar Publishing Ltd
2003
sidottu
In this book, the authors outline how policymakers in advanced countries have moved away from exclusive reliance on the public sector in social service delivery, towards a more multi-faceted approach that seeks to combine the strengths of public agencies, private firms and voluntary organizations. This development raises interesting and complex questions concerning the comparative advantages of these respective groups in the delivery of goods and services. The Political Economy of the Voluntary Sector adopts a comparative institutions approach to assess the strengths and weaknesses of the government, market and voluntary sectors as alternative instruments for implementing social and economic policies. The authors examine existing market failure, government failure and supply-side models of non-profit organizations before proposing a new leadership theory of the voluntary sector. They then explore the interface between the voluntary sector and the development of social capital. The book culminates in an investigation of appropriate public policy approaches towards the voluntary sector. This book will be warmly welcomed by academics, students, and researchers working on alternative methods of public policy program delivery, primarily from the disciplines of economics, political science and public administration. Practitioners drawn from the public and voluntary sectors, as well as public policymakers in governments from around the world, will also find this accessible book of great interest.
California Maritime Archaeology

California Maritime Archaeology

L. Mark Raab; Jim Cassidy; Andrew Yatsko; William J. Howard; Brian Fagan

AltaMira Press,U.S.

San Clemente Island is a microcosm of California coastal archaeology from prehistoric through historic times—not only because of the extensiveness of its archaeological remains but because those remains have been so well preserved. In California Maritime Archaeology, the authors use the island as a platform to explore evidence of early seafaring, colonization, paleoenvironmental change, and cultural interaction along the California coast. They make a strong case that San Clemente island should be seen as a kind of "California archaeological Galapagos," offering an extraordinary variety of ancient life as well as surprising information about prehistoric hunter-gatherers of the northern Pacific. The authors' two decades of research have resulted in this rich cultural history that defies widespread assumptions about California's ancient maritime history.
Stopping the Brain Drain of Skilled Veteran Teachers

Stopping the Brain Drain of Skilled Veteran Teachers

Veteran educators are being encouraged to take early retirement in order to create jobs for less-experienced, lower-paid novices. Veteran educators are not alone: early retirement promotions have become the norm for aging workers in America. Consequently, there is a brain-drain of skilled workers at the national, state, and local levels. The early retirement of our most talented veteran educators is leaving our schools without the necessary leadership, hard-earned experience, proven skills, and wisdom to meet the evolving challenges our country faces. Indeed, there are long-term consequences of losing skilled educators while they are in the prime of their professional lives. Addressing these concerns, this book challenges the “good news only" theory of early retirement promotions which suggest that veteran educators are no longer needed as they age and that their retirement is the only way schools can survive financially in times of economic uncertainty. This theory contends that everyone involved gets a reward: the novice educators get jobs and the veterans get some cash. This trade is seemingly no problem, until the veteran educators are out the door and the school staff, students, and parents are left without their steady guiding hands. Instead of hastily luring prime educators out the schoolhouse door with planned buyout promotions, schools should offer our most gifted veteran educators career alternatives that will encourage and reward them to remain on board, thereby allowing them to lead novice and mid-career staff, students, parents, and community members. Examining the negative consequences of early retirement promotions on school culture, administrative leadership, teacher and student performance, community reaction, Stopping the Brain Drain of Skilled Veteran Teachers will not only expose some of the major drawbacks of early buyouts of veteran educators, but will also suggest creative career alternative to keep such teachers on board.
