Maritime Counterproliferation Operations and the Rule of Law
Allen examines the maritime counterproliferation activities of nations participating in the Proliferation Security Initiative, as set out in their Statement of Interdiction Principles. He explains the framework for conducting maritime interception activities, examines the importance of intelligence to PSI operations, and assesses the legal issues raised by those operations.The threat of WMD use by terrorist groups and rogue regimes has added new urgency to global security discussions. Responses to the dangers posed by WMD include the nonproliferation regime, safeguards for WMD materials while in transit, export controls, treaties on terrorism, Security Council resolutions, and the new Protocol to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation.The existing nonproliferation regime will never, by itself, provide an adequate level of security. As a result, risk management strategies must include layered counterproliferation activities and consequence management. Counterproliferation measures may include maritime interdictions. The Proliferation Security Initiative, a cooperative undertaking launched in 2003, provides a framework for those interdictions. The framework was formalized in the Statement of Interdiction Principles.After providing an overview of the threats posed by WMD proliferation, this book surveys the nonproliferation regime and counterproliferation measures states have adopted to supplement it. We began this book with the belief that there are individual differences in tempera­ ment that impact the trajectory of the course of development. At a particular point in time, the impact may be small, but over time the effect of these small tweaks may come to be associated with significant and meaningful differences in our indi­ vidual destinations. In this book, we examined the relations between temperament and various domains of development as well as the home and family environ­ ment to document the short- and long-term sequelae of various temperamental characteristics to test this belief. It takes a certain temperamental profile to complete a collaborative longitu­ dinal research project spanning two decades. Especially during the project's early years, when we were directly assessing the development of over 100 children twice yearly and visiting their homes, high activity level was required. Our biological rhythms were constantly disrupted as we worked to complete data coding (we used punch cards then!) and checking before the next wave of assessments began. We learned to approach new problems and tasks with intensity, to be adaptable when appointments had to be rescheduled, to be sensitive to changes in our study families' situations, and that a positive mood is essential. We were not easily distracted from our goal of following the study participants through high school completion, and our persistence has made all the difference.

Joint Army Aviation/Air Force Deep Operations at Night: Is it Tactically Feasible and if so, How?
This study addresses the feasibility of executing joint deep air operations in a dense anti-aircraft environment. It identifies some proven tactics and techniques for use in these operations, placing particular emphasis on night operations facilitated by equipment which is currently being tested and fielded. To test the hypothesis that joint deep air operations are feasible in a dense anti-aircraft environment, this study examines it first from a historical perspective. General lessons are drawn from operations conducted from 1945--1973. A more detailed study is made of the Israeli experience in the Beqa'a Valley of Lebanon, the British and Argentine experiences in the Falklands and the U.S. experiences in Grenada. An indepth analysis of the Soviet air defense artillery (ADA) network is also done and compared with the current and near term (1990) U. S. technology and tactics to identify weaknesses. Conclusions drawn by this study indicate unequivocally that it is feasible to conduct both fixed wing and helicopter deep operations if these operations are properly planned, prepared and resourced. Losses to ADA will be acceptable over time but can reach 40-50% if heavily defended targets are attacked without these prerequisites being satisfied. Night operations provide U.S. forces a tremendous advantage over Soviet and Soviet-equipped forces due to their lack of comparable night vision equipment. Mines delivered by either aircraft or artillery (particularly MLRS due to its 30 kilometer range) would be extremely effective in the deep operations especially at night and should usually be an integral part of their execution. Significant coordination is required between the Air Force and the Army elements to properly execute a joint deep air operation. Timely acquisition and dissemination of accurate intelligence is essential. Joint operating procedures and training are needed to prepare bottle forces for this somewhat difficult but lucrative mission.
