After two decades, data processing has finally, and probably forever, found its niche among civil engineering and construction (CEC) professionnals, through word processors, digitizing tables, management software, and increasingly via drawing software and computer-aided design (CAD), recently, robots have even started invading work sites. What are the main trends of CAD and robotics in the field of architecture and civil enginee ring? What type of R&D effort do university and industrial laboratories undertake to devise the professional software that will be on the market in the next three to five years? These are the issues which will be addressed during this symposium. To this effect, we have planned concurrently an equipment and software show, as well as a twofold conference. Robotic is just starting in the field of civil engineering and construction. A pioneer, the Civil Engineering Departement of Carnegie-Mellon University, in the United States, organized the first two international symposia, in 1984 and 1985 in Pittsburgh. This is the third meeting on the subject (this year, however, we have also included CAD). It constitutes the first large international symposium where CAD experts, specialists in architecture and CEC robotics will meet. From this standpoint, it should be an ideal forum for exchanging views and expe riences on a wide range of topics, and we hope it will give rise to novel applications and new syntheses. This symposium is intented for scientists, teachers, students and also for manufacturers and all CEC professionals.

Sendo uma escala particular de an lise em algum lugar entre local e o nacional, a RMR possui significado indiscut vel para o desenvolvimento regional.

Mas, quando implementadas as pol ticas se territorializam e a padroniza o inicial traz dificuldades no di logo com o territ rio. Nesse dialogo, os atores locais tem import ncia na lideran a e tomada de decis o. Al m do hist rico distanciamento entre o desenho das pol ticas e as especificidades regionais, esse novo cen rio possui problemas com o n vel de amadurecimento da universidade e a interfer ncia pol tica de atores locais. Assim, analisou-se o processo de expans o do Campus Garanhuns da UPE, tendo como foco seu engajamento territorial para o desenvolvimento. Verificou-se que o Campus contribui, para o desenvolvimento, de forma limitada e circunscrita ao seu entorno. A expans o do campus alcan ou metas estabelecidas pelas pol ticas estaduais e federais, mas n o h engajamento consciente e planejado com sua rea de influ ncia. As estrat gias foram estabelecidas a partir do poder de a o e decis o de atores espec ficos, repercutindo em assimetrias no funcionamento do campus e na sua contribui o para o desenvolvimento local-regional.

Neste processo est o presentes diferentes sistemas interativos que condicionam a capacidade de inova o das empresas e dos territ rios. Da a import ncia da configura o espacial no sentido de continuamente proporcionar recursos que possibilitem novas combina es produtivas. Na Geografia, estudo de inova o tecnol gica busca caracterizar os meios inovadores e investiga o das condi es locais que facilitam ou n o a aprendizagem e inova o tecnol gica das empresas. Parte-se da concep o de Lugar enquanto l cus de realiza o de atividades t cnico-cient ficas, produtivas, comerciais e financeiras e tamb m, l cus das intera es sociais e culturais, que promovem a constru o do conhecimento de maneira singular. Assim, analisa-se a import ncia do lugar na constru o do Sistema de Inova o em que se desenvolve a atividade de software de Campina Grande/PB.
Die Hochschulpolitik in Brasilien schreibt eine gewisse Standardisierung der Strategien f r den Betrieb und die Expansion der ffentlichen Universit ten vor. Bei der Umsetzung werden die Ma nahmen jedoch territorialisiert und die anf ngliche Standardisierung bringt Schwierigkeiten im Dialog mit dem Territorium mit sich. In diesem Dialog sind die lokalen Akteure wichtig f r die F hrung und Entscheidungsfindung. Neben der historischen Distanz zwischen dem Politikdesign und den regionalen Besonderheiten hat dieses neue Szenario Probleme mit dem Reifegrad der Universit t und der politischen Einmischung lokaler Akteure. So wurde der Prozess der Erweiterung des Garanhuns Campus der UPE analysiert, wobei der Fokus auf dem territorialen Engagement f r die Entwicklung lag. Es wurde festgestellt, dass der Campus in begrenztem Umfang zur Entwicklung seiner Umgebung beitr gt. Der Ausbau des Campus hat die von der Landes- und Bundespolitik gesetzten Ziele erreicht, aber es gibt keine bewusste und geplante Auseinandersetzung mit seinem Einflussbereich. Es wurden Strategien etabliert, die auf der Handlungs- und Entscheidungsmacht bestimmter Akteure basieren, was zu Asymmetrien im Betrieb des Campus und in seinem Beitrag zur lokal-regionalen Entwicklung f hrt.
Higher education policies in Brazil impose a certain standardization of strategies for the operation and expansion of public universities. However, when implemented, the policies become territorialized and the initial standardization brings difficulties in the dialogue with the territory. In this dialogue, local actors are important in leadership and decision-making. Besides the historical distance between the policy design and the regional specificities, this new scenario has problems with the level of maturity of the university and the political interference of local actors. Thus, the process of expansion of the Garanhuns Campus of the UPE was analyzed, focusing on its territorial engagement for development. It was verified that the Campus contributes to development in a limited and circumscribed way to its surroundings. Campus expansion attained goals set by state and federal policies but there is no conscious and planned engagement with its area of influence. Strategies were established based on the power of action and decision of specific actors, resulting in asymmetries in the operation of the campus and in its contribution to local-regional development.
