Do small but wealthy interest groups influence referendums, ballot initiatives, and other forms of direct legislation at the expense of the broader public interest? Many observers argue that they do, often lamenting that direct legislation has, paradoxically, been captured by the very same wealthy interests whose power it was designed to curb. Elisabeth Gerber, however, challenges that argument. In this first systematic study of how money and interest group power actually affect direct legislation, she reveals that big spending does not necessarily mean big influence. Gerber bases her findings on extensive surveys of the activities and motivations of interest groups and on close examination of campaign finance records from 168 direct legislation campaigns in eight states. Her research confirms what such wealthy interests as the insurance industry, trial lawyer associations, and tobacco companies have learned by defeats at the ballot box: if citizens do not like a proposed new law, even an expensive, high-profile campaign will not make them change their mind. She demonstrates, however, that these economic interest groups have considerable success in using direct legislation to block initiatives that others are proposing and to exert pressure on politicians. By contrast, citizen interest groups with broad-based support and significant organizational resources have proven to be extremely effective in using direct legislation to pass new laws. Clearly written and argued, this is a major theoretical and empirical contribution to our understanding of the role of citizens and organized interests in the American legislative process.

Finding virtue in national suffering and heroism in sovereign action, melodramatic political discourses cast war and surveillance as moral imperatives for eradicating villainy and upholding freedom. In Orgies of Feeling, Elisabeth R. Anker boldly reframes political theories of sovereignty, freedom, and power by analyzing the work of melodrama and affect in contemporary politics. Arguing that melodrama animates desires for unconstrained power, Anker examines melodramatic discourses in the War on Terror, neoliberal politics, anticommunist rhetoric, Hollywood film, and post-Marxist critical theory. Building on Friedrich Nietzsche's notion of "orgies of feeling," in which overwhelming emotions displace commonplace experiences of vulnerability and powerlessness onto a dramatic story of injured freedom, Anker contends that the recent upsurge in melodrama in the United States is an indication of public discontent. Yet the discontent that melodrama reflects is ultimately an expression of the public's inability to overcome systemic exploitation and inequality rather than an alarmist response to inflated threats to the nation.

Angesichts der Notwendigkeit weiterer Studien ber die Verlagerung des Flusses S o Francisco und seine m glichen Auswirkungen auf die Dynamik der Einzugsgebiete wurde diese Studie in dem Gebiet durchgef hrt, das dem mittleren Abschnitt des Ipojuca-Beckens im Bundesstaat Pernambuco entspricht. Die Arbeit setzt Fernerkundungs- und Bildverarbeitungstechniken ein, um die Vegetation rund um das Becken zu analysieren und den Grad der Anf lligkeit f r den Klimawandel sowie den Grad der hydrologischen Belastung in seinem mittleren Abschnitt abzusch tzen. Die Ergebnisse zeigen, dass das Becken sehr anf llig f r den Klimawandel ist und in weiten Teilen des mittleren Abschnitts des Ipojuca-Beckens eine hohe hydrologische Belastung und ein hohes Ma an Wasserstress herrscht. Die Ergebnisse des hohen Wasserstresses im Ipojuca-Becken best tigen Studien, die bereits davor gewarnt haben, dass mehrere der trockeneren Gebiete im Nordosten mit Wasserstress konfrontiert sein werden, der sich im Laufe dieses Jahrhunderts noch versch rfen wird. Given the need for more studies on the transposition of the S o Francisco River and its potential effects on changing the dynamics of the receiving basins, this study was carried out in the area corresponding to the middle section of the Ipojuca Basin in the state of Pernambuco. The work uses remote sensing and image processing techniques to analyse the vegetation around the basin and seeks to estimate the degree of vulnerability to climate change and the degree of hydrological stress in its middle stretch. The results show that the basin is highly vulnerable to climate change, with high hydrological stress and high levels of water stress in large areas of the middle section of the Ipojuca Basin. The results of the Basin's high water stress corroborate studies that already warned that several of the drier areas of the Northeast would face water stress, which would worsen over the course of this century. In view of this, we conclude that it is necessary to transpose the waters of the S o Francisco River into the Ipojuca Basin, but we discuss the social benefits and potential environmental impacts that this transposition will bring to the area in question.

Le travail utilise des techniques de t l d tection et de traitement d'images pour analyser la v g tation autour du bassin et cherche estimer le degr de vuln rabilit au changement climatique et le degr de stress hydrologique dans sa partie m diane. Les r sultats montrent que le bassin est tr s vuln rable au changement climatique, avec un stress hydrologique lev et des niveaux lev s de stress hydrique dans de vastes zones de la partie centrale du bassin d'Ipojuca.Les r sultats du stress hydrique lev du bassin corroborent les tudes qui ont d j averti que plusieurs des zones les plus s ches du nord-est seraient confront es un stress hydrique qui s'aggraverait au cours de ce si cle. Dans ces conditions, nous concluons qu'il est n cessaire de transposer les eaux du S o Francisco dans le bassin d'Ipojuca, mais nous discutons des avantages sociaux et des impacts environnementaux potentiels que cette transposition apportera la zone en question.

Data la necessit di ulteriori studi sulla trasposizione del fiume S o Francisco e sui suoi potenziali effetti sul cambiamento delle dinamiche dei bacini riceventi, questo studio stato condotto nell'area corrispondente al tratto medio del bacino di Ipojuca, nello Stato di Pernambuco. Il lavoro utilizza tecniche di telerilevamento e di elaborazione delle immagini per analizzare la vegetazione intorno al bacino e cerca di stimare il grado di vulnerabilit ai cambiamenti climatici e il grado di stress idrologico nel suo tratto centrale. I risultati mostrano che il bacino altamente vulnerabile ai cambiamenti climatici, con un elevato stress idrologico e alti livelli di stress idrico in vaste aree della sezione centrale del bacino di Ipojuca. I risultati dell'elevato stress idrico del bacino corroborano gli studi che gi avvertivano che molte delle aree pi aride del Nord-Est avrebbero dovuto affrontare uno stress idrico che sarebbe peggiorato nel corso di questo secolo.
