The Populist Paradox

The Populist Paradox

Do small but wealthy interest groups influence referendums, ballot initiatives, and other forms of direct legislation at the expense of the broader public interest? Many observers argue that they do, often lamenting that direct legislation has, paradoxically, been captured by the very same wealthy interests whose power it was designed to curb. Elisabeth Gerber, however, challenges that argument. In this first systematic study of how money and interest group power actually affect direct legislation, she reveals that big spending does not necessarily mean big influence. Gerber bases her findings on extensive surveys of the activities and motivations of interest groups and on close examination of campaign finance records from 168 direct legislation campaigns in eight states. Her research confirms what such wealthy interests as the insurance industry, trial lawyer associations, and tobacco companies have learned by defeats at the ballot box: if citizens do not like a proposed new law, even an expensive, high-profile campaign will not make them change their mind. She demonstrates, however, that these economic interest groups have considerable success in using direct legislation to block initiatives that others are proposing and to exert pressure on politicians. By contrast, citizen interest groups with broad-based support and significant organizational resources have proven to be extremely effective in using direct legislation to pass new laws. Clearly written and argued, this is a major theoretical and empirical contribution to our understanding of the role of citizens and organized interests in the American legislative process.

Over the last two decades, there has been increased interest in the distribution of crime and other antisocial behavior at lower levels of geography. The focus on micro geography and its contribution to the understanding and prevention of crime has been called the 'criminology of place'. It pushes scholars to examine small geographic areas within cities, often as small as addresses or street segments, for their contribution to crime. Here, the authors describe what is known about crime and place, providing the most up-to-date and comprehensive review available. Place Matters shows that the study of criminology of place should be a central focus of criminology in the twenty-first century. It creates a tremendous opportunity for advancing our understanding of crime, and for addressing it. The book brings together eighteen top scholars in criminology and place to provide comprehensive research expanding across different themes.

From rumps and stays to muffs and handkerchiefs, underwear and accessories were critical components of the 18th-century woman’s wardrobe. They not only created her shape, but expressed her character, sociability, fashionability, and even political allegiances. These so-called ephemeral flights of fashion were not peripheral and supplementary, but highly charged artefacts, acting as cultural currency in contemporary society. The Modern Venus highlights the significance of these elements of a woman’s wardrobe in 1770s and 1780s Britain and the Atlantic World, and shows how they played their part in transforming fashionable dress when this was expanding to new heights and volumes. Dissecting the female silhouette into regions of the body and types of dress and shifting away from a broad-sweeping stylistic evolution, this book explores these potent players within the woman’s armoury. Marrying material, archival and visual approaches to dress history, and drawing on a rich range of sources – including painted portraiture, satirical prints, diaries, memoirs – The Modern Venus unpacks dress as a medium and mediator in women’s lives. It demonstrates the importance of these overlooked garments in defining not just a woman’s silhouette, but also her social and cultural situation, and thereby shapes our understanding of late 18th-century life. With over 125 color images, The Modern Venus is a remarkable resource for scholars, students and costume lovers alike.

Highlighting an enduring interest in natural history from the 16th century to the present, this gorgeous book explores depictions of the natural world, from centuries-old manuscripts to contemporary artists’ books. It examines the scientific pursuits in the 18th and 19th centuries that resulted in the collecting and cataloguing of the natural world. It also investigates the aesthetically oriented activities of self-taught naturalists in the 19th century, who gathered flowers, ferns, seaweed, feathers, and other naturalia into albums. Examples of 20th- and 21st-century artists’ books, including those of Eileen Hogan, Mandy Bonnell, and Tracey Bush, broaden the vision of the natural world to incorporate its interaction with consumer culture and with modern technologies. Featuring dazzling illustrations, the book itself is designed to evoke a fieldwork notebook, and features a collection pocket and ribbon markers.Published in association with the Yale Center for British ArtExhibition Schedule:Yale Center for British Art (05/15/14–08/10/14)

Showcasing a unique and extensive private collection that is soon to be acquired by the Yale Center for British Art, The Poet of Them All illustrates almost one hundred of Neale and Margaret Albert’s miniature books, each one intricately constructed and rendered in precise detail at less than three inches in height. Imaginatively hand-bound by some of today’s most accomplished bookbinders, the selection features custom miniature editions of publications by William Shakespeare and related to his works, preceded by an in-depth essay from leading book historian, conservator, and artist James Reid-Cunningham. Revealing an underexplored facet of contemporary book arts, this publication illustrates the remarkable singularity of the Alberts’ collection, providing both comprehensive views and the scholarly context necessary to fully appreciate the significance of these distinctive objects.Distributed for the Yale Center for British ArtExhibition Schedule:The Grolier Club, New York (03/24/16-05/28/16)Yale Center for British Art, New Haven (06/16/16-08/21/16)

This visually stunning survey provides an in-depth look at Eileen Hogan’s (b. 1946) working methods. Covering her entire career, it focuses particularly on two dominant themes in the artist’s oeuvre—enclosed gardens and portraiture. Her depictions of gardens range from London’s well-known Kew Gardens and Chelsea Physic Garden to Little Sparta, Ian Hamilton Finlay’s garden in the Pentland Hills near Edinburgh. Her portraits include expressive sketches and paintings of veterans of the Second World War, and of HRH The Prince of Wales and HRH The Duchess of Cornwall. The book includes images from Hogan’s sketchbooks, her studies, and finished paintings, accompanied by striking photographs of the artist at work. Essays by scholars and Hogan herself trace the artist’s career from her student days at Camberwell School of Arts and Crafts through the present. This volume provides an unprecedented, intimate look at the life and work of one of the most interesting and evocative artists working today.Published in association with the Yale Center for British ArtExhibition Schedule:Yale Center for British Art May 9 – August 11 2019Browse & Darby October 9 – November 1 2019

Orgies of Feeling

Melodrama is not just a film or literary genre but a powerful political discourse that galvanizes national sentiment to legitimate state violence. Finding virtue in national suffering and heroism in sovereign action, melodramatic political discourses cast war and surveillance as moral imperatives for eradicating villainy and upholding freedom. In Orgies of Feeling, Elisabeth R. Anker boldly reframes political theories of sovereignty, freedom, and power by analyzing the work of melodrama and affect in contemporary politics. Arguing that melodrama animates desires for unconstrained power, Anker examines melodramatic discourses in the War on Terror, neoliberal politics, anticommunist rhetoric, Hollywood film, and post-Marxist critical theory. Building on Friedrich Nietzsche's notion of "orgies of feeling," in which overwhelming emotions displace commonplace experiences of vulnerability and powerlessness onto a dramatic story of injured freedom, Anker contends that the recent upsurge in melodrama in the United States is an indication of public discontent. Yet the discontent that melodrama reflects is ultimately an expression of the public's inability to overcome systemic exploitation and inequality rather than an alarmist response to inflated threats to the nation.

In Ugly Freedoms Elisabeth R. Anker reckons with the complex legacy of freedom offered by liberal American democracy, outlining how the emphasis of individual liberty has always been entangled with white supremacy, settler colonialism, climate destruction, economic exploitation, and patriarchy. These “ugly freedoms” legitimate the right to exploit and subjugate others. At the same time, Anker locates an unexpected second type of ugly freedom in practices and situations often dismissed as demeaning, offensive, gross, and ineffectual but that provide sources of emancipatory potential. She analyzes both types of ugly freedom at work in a number of texts and locations, from political theory, art, and film to food, toxic dumps, and multispecies interactions. Whether examining how Kara Walker’s sugar sculpture A Subtlety, Or the Marvelous Sugar Baby reveals the importance of sugar plantations to liberal thought or how the impoverished neighborhoods in The Wire blunt neoliberalism’s violence, Anker shifts our perspective of freedom by contesting its idealized expressions and expanding the visions for what freedom can look like, who can exercise it, and how to build a world free from domination.

Given the need for more studies on the transposition of the S o Francisco River and its potential effects on changing the dynamics of the receiving basins, this study was carried out in the area corresponding to the middle section of the Ipojuca Basin in the state of Pernambuco. The work uses remote sensing and image processing techniques to analyse the vegetation around the basin and seeks to estimate the degree of vulnerability to climate change and the degree of hydrological stress in its middle stretch. The results show that the basin is highly vulnerable to climate change, with high hydrological stress and high levels of water stress in large areas of the middle section of the Ipojuca Basin. The results of the Basin's high water stress corroborate studies that already warned that several of the drier areas of the Northeast would face water stress, which would worsen over the course of this century. In view of this, we conclude that it is necessary to transpose the waters of the S o Francisco River into the Ipojuca Basin, but we discuss the social benefits and potential environmental impacts that this transposition will bring to the area in question.
