Despite having similar economies and political systems, high-income nations show persistent diversity. In this pioneering work, Fred C. Pampel looks at fertility, suicide, and homicide rates in eighteen high-income nations to show how they are affected by institutional structures. European nations, for example, offer universal public benefits for men and women who are unable to work and have policies to ease the burdens of working mothers. The United States, in contrast, does not. This study demonstrates how public policy differences such as these affect childbearing among working women, moderate pressures for suicide and homicide among the young and old, and shape sex difference in suicide and homicide. The Institutional Context of Population Change cuts across numerous political and sociological topics, including political sociology, stratification, sex and gender, and aging. It persuasively shows the importance of public policies for understanding the demographic consequences of population change and the importance of demographic change for understanding the consequences of public policies.
Catherine the Great recruited thousands of colonists “to populate her lower Volga River frontier with dependable permanent settlers who not only would bring stability to this lawless, underdeveloped, and uncharted region, but also would reclaim the vast wasteland there”—an area larger than the state of Maryland. This recruitment program ended in 1766, after drawing a majority of the colonists (about 30,000) from west central Germany, particularly the Hessian states.Since 1874 many inhabitants of this overpopulated land island between Saratov and Volgograd (formerly Stalingrad) have emigrated to the Western world—to homesteads from the plains of western Canada to the pampas of Argentina, but chiefly in the U.S. By 1920 more than 300,000 Volga Germans were counted in the U.S., mostly in the private states but including 24,000 in the East and 30,000 on the West Coast. Meanwhile, the number of German-derived residents of the Soviet Union exceeded two million—the original Evangelical and Roman Catholic settlers having flourished, despite adversity, and having been joined by Mennonites in 1854.The author paints a vivid picture of the pioneering activities of the Germans on the Volga, meeting the challenges of a hostile environment and raids by brigands, and keeping their culture alive through an elaborate system of parochial schools.A century ago population pressure forced many Volga Germans westward to the Americas, or eastward to Turkestan and Siberia somewhat later. Although Lenin established a Volga German Autonomous Republic, Stalin abolished it in 1941 during the Nazi invasion and deported its population to Siberia and Central Asia. A 1964 Soviet decree retracted wholesale charges of disloyalty against the Volga Germans but denied restoration of their Republic.The story of the Volga Germans and their adventures in North and South America from 1874 to the present is a warm and vibrant one. Both laymen and scholars will find it rewarding.
In the last 35 years, declining deaths from heart disease have translated into 13 million lives saved and extended. Medical treatments and lifestyle changes have dealt successfully with the serious heart problems of Vice President Richard Cheney, talk show host David Letterman, Disney-ABC CEO Michael Eisner, and countless other less famous people. In the past, those with serious heart disease would have died young, but today can live long and active lives. Few families have not benefited from improvements in the way we treat and prevent heart problems, yet we often hear that poor lifestyles and the limitations of modern medicine threaten our health and well-being. Although room for improvement always remains, this book provides evidence to the contrary: we have made and continue to make tremendous progress in dealing with heart disease.In reviewing the progress being made in this crucially important area of health, Pampel and Pauley offer an optimistic view of the potential for continued improvement and for longer, healthier lives. Despite the prevalence of heart disease, deaths from this cause have declined greatly in past decades. From its peak in 1968, the heart disease mortality rate has fallen by 52% for men and 48% for women. That translates into over 13 million lives saved and extended. The lives saved are not limited to the very old. To the contrary, heart disease mortality has fallen faster among the young and middle aged.

This analysis of the growth of welfare spending examines the relative impact of class and status groups versus demographic composition and political structures. Special attention is given to the role of the aged as representative of the importance of ascription and middle-class groups in welfare growth, and to the effect of welfare spending on income inequality. Aggregate cross-national data from the UN, ILO, and the World Bank are analysed and the conclusion is drawn that a large aged population, especially in combination with democratic political processes, is a direct and crucial influence on the level of welfare spending.
