This report identifies and explains the determinants of police reform in former Soviet states by examining the cases of Georgia and Kyrgyzstan. The two cases were chosen to show two drastically different approaches to reform played out in countries facing arguably similar problems with state-crime links, dysfunctional governments, and corrupt police forces. In Georgia, the government's reform program has fundamentally transformed the police, but it also reinforced the president Mikhail Saakashvili regime's reliance on the police. With two political regime changes in one decade, Kyrgyzstan's failed reform effort led to increasing levels of corruption within law enforcement agencies and the rise of violent nonstate groups. The experiences of Georgia and Kyrgyzstan show that a militarized police force is unlikely to spontaneously reform itself, even if the broader political landscape becomes more democratic.

Art, Sex and Politics at the Early Georgian Court
A provocative letter from a prominent eighteenth-century British noblewoman, Henrietta Howard, to her close friend Mary Hervey is a rare survivor of the informal, collaborative satires created by court women in this period. This particular June 1729 artifact contains a witty and light-hearted list of imaginary portraits, most of which refer to a notable political figure through references to specific paintings, sculptures, engravings, ceramics, textiles and book illustrations. Through a close reading of archival manuscripts, published correspondences and art historical treatises, Eric Weichel explores the cultural milieu and historical legacy of this remarkable text. Constrained by strict standards of moral propriety, the writer’s overt discussions of sexuality in this letter are encoded through a system of embedded jokes and mythological references. Weichel argues that through Lady Hervey’s mention of popular works of art, such as the Hampton Court tapestry cartoons by Raphael, the ’Jupiter and Ganymede’ motif in country house décor, or the illustrated fables of Jean de La Fontaine, she alludes specifically to her wider circle’s knowledge of adultery, queerness, sexual violence, and divorce among their peer group. In her imaginary portraits, Hervey also shows an interest in feminist education and literature, political and religious patronage, and contemporary news events.
The August Uprising, 1924: The Georgian Anti-Soviet Revolt and the Birth of Democratic Socialism
For three years following the Russian Revolution, the small South Caucasian country of Georgia was independent. Unlike Russia, it was a democracy, with free elections and respect for human rights. But Stalin ordered the Red Army to invade, and to bring the country back under Russian rule. The Communists proved to be unpopular rulers, with their attacks on political opponents, trade unions, cooperatives and even the church. Resistance grew, and in 1924 a nationwide armed uprising broke out. It was swiftly crushed, followed by massacres of thousands of defenseless people, including hostages. What happened next changed everything. The reaction of Social Democratic and Labor parties across Europe was shock and indignation. The split between the international Communist and Socialist movements, which began when the Bolsheviks seized power, deepened and became permanent. Opponents of the Soviets began to describe Communism as "red fascism" and their own movement as "democratic socialism". What followed--including Socialist support for the creation of NATO--was the result of that Georgian uprising and its aftermath. A century later, following the Russian invasion of Ukraine, the long-forgotten Georgian experience seems more relevant than ever before.
