Documentation of Glen Mills' success includes the most extensive recidivism study ever conducted on an American correctional institution. Without Locks and Bars demonstrates that the normative culture residential treatment approach for juvenile offenders can and does work at costs below most traditional programs. The authors describe the theory, beliefs, and values which underlie the formal treatment system at the Glen Mills Schools and the process through which the psychosocial environment (normative culture) is shaped into a potent treatment tool. Especially helpful for practitioners at similar facilities is a detailed discussion of the major steps that must be taken to replicate the Glen Mills model. Based upon the observed effects of the Glen Mills experience, the authors challenge some widely held assumptions in the field. They conclude that most delinquents have far greater potential for positive behavioral change and educational achievement than is generally believed; that most, including serious and repeat offenders, can be treated in an institution where physical security is not necessary and that, if properly managed, large residential facilities may be the placement of choice for most institutionalized delinquent offenders.

The human factors profession is currently attempting to take a more proactive role in the design of man-machine systems than has been character­ istic of its past. Realizing that human engineering contributions are needed well before the experimental evaluation of prototypes or operational systems, there is a concerted effort to develop tools that predict how humans will interact with proposed designs. This volume provides an over­ view of one category of such tools: mathematical models of human performance. It represents a collection of invited papers from a 1988 NATO Workshop. The Workshop was conceived and organized by NATO Research Study Group 9 (RSG.9) on "Modelling of Human Operator Behaviour in Weapon Systems". It represented the culmination of over five years of effort, and was attended by 139 persons from Europe, Canada, and the United States. Changing Cape Town examines urban dynamics and urban policy in Cape Town during the political transition period of 1990-1994, enabling the reader to see how changes in urban policy and the emerging new urban landscape are crucially linked to the political compromises that allowed South Africa's negotiated political transition. The book examines the toleration of almost uncontrolled squatting through which sections of the poor seized well located pieces of urban land sometimes in former "white" suburbs, focusing on two short case studies and one in-depth case study. The information gathered draws extensively from interviews, newspaper articles, and the unpublished internal documents of the municipalities, planning and civic organizations that vividly trace the interactions between the informal settlements and the suburbs. In addition, the book provides an empirical analysis of desegregation in Cape Town, including the extent and location of this desegregation, while noting urban changes in other parts of the country. The role of urban planners in the process is also examined and policy suggestions for planners and policymakers involved with residential desegregation are offered.

On March 4, 1865, the day Abraham Lincoln delivered his second inaugural address, Reverend Doctor George Peck put the finishing touches on a collection of his sermons that he intended to send to the president. Although the politically moderate Peck had long opposed slavery, he, along with many other northern evangelicals, was not an abolitionist. During the Civil War he had come to support emancipation, but, like Lincoln, the conflict remained first and foremost about preserving the Union. Believing their devotion to the Union was an act of faithfulness to God first and the Founding Fathers second, Our Country explores how many northern white evangelical Protestants sacrificed racial justice on behalf of four million African-American slaves (and then ex-slaves) for the Union's persistence and continued flourishing as a Christian nation. By examining Civil War-era Protestantism in terms of the Union, author Grant Brodrecht adds to the understanding of northern motivation and the eventual "failure" of Reconstruction to provide a secure basis for African American's equal place in society. Complementing recent scholarship that gives primacy to the Union, Our Country contends that non-radical Protestants consistently subordinated concern for racial justice for what they perceived to be the greater good. Mainstream evangelicals did not enter Reconstruction with the primary aim of achieving racial justice. Rather they expected to see the emergence of a speedily restored, prosperous, and culturally homogenous Union, a Union strengthened by God through the defeat of secession and the removal of slavery as secession's cause. Brodrecht eloquently addresses this so-called "proprietary" regard for Christian America, considered within the context of crises surrounding the Union's existence and its nature from the Civil War to the 1880s. Including sources from major Protestant denominations, the book rests on a selection of sermons, denominational newspapers and journals, autobiographies, archival personal papers of several individuals, and the published and unpublished papers of Abraham Lincoln, Andrew Johnson, and Ulysses S. Grant. The author examines these sources as they address the period's evangelical sense of responsibility for America, while keyed to issues of national and presidential politics. Northern evangelicals' love of the Union arguably contributed to its preservation and the slaves' emancipation, but in subsuming the ex-slaves to their vision for Christian America, northern evangelicals contributed to a Reconstruction that failed to ensure the ex-slaves' full freedom and equality as Americans.
