James Edward Shepard was an African-American leader between 1900 and 1947. He was, however, more than a race leader. Shepard was a minister, politician, pharmacist, entrepreneur, world traveler, civil servant, businessman, one of the founders of North Carolina Mutual Life Insurance Company (the world's largest African-American Life Insurance Company), president of the International Denominational Sunday School Convention, one of the founders of Mechanics and Farmers Bank of Durham, President of the North Carolina Teachers Association, and a visionary. Dr. Shepard was active in several social and fraternal organizations. He was Grand Mast of The Prince Hall Free and Accepted Masons of North Carolina, Grand Patron of the Eastern Star of North Carolina, and Secretary of Finances for the Knights of Pythia. He was on the Board of Trustees of Lincoln Hospital of Durham, the Oxford (NC) Colored Orphanage, member of the Executive Committee of the North Carolina Agricultural Society, and Field Superintendent of Work Among Negros for the International Sunday School Association. He was also an educator, historian, and scholar. He was founder and president of North Carolina Central University, the first State-supported liberal arts college for African Americans in the United States.

The Illinois frontier offered abundant opportunity, noted English traveler William Oliver after his journey to America in 1841-42, but life there was hard. Written for the poor who would migrate and published in 1843, his Eight Months in Illinois: With Information to Immigrants sought only to provide pertinent, valid, and practical information about what people might encounter in the frontier state. What Oliver actually accomplished, however, was to impart invaluable insights into and analyses of American life during an era of sweeping social, and political change. In his new foreword to this edition, James E. Davis stresses Oliver's sincere desire to help British immigrants succeed in America. Oliver, Davis notes, ""devoted dozens of pages of advice on numerous matters: various routes to Illinois and their advantages and disadvantages, processes of settling, qualities of western houses, costs of obtaining a new farm."" Financing distribution of electric energy to rural areas in developing countries is a relatively recent activity. The United States Agency for International Development (AID) was the first to loan funds for this purpose. In 1963 it authorized $400, 000 to establish an electric cooperative in Nicaragua. Since then 15 loans have been made by AID for establishing or expanding electric service in nonurban areas of nine countries in Latin America. In this book, the emphasis has been placed on identifying benefits and, within the time and resources available, developing social indicators to place beside economic measurements. The authors have attempted to write this report in as nontechnical a style as possible and to provide a full exposition of all variables and methods employed so as to make it accessible to a general audience.

"This assessment of the consequences of rural electrification in developing areas, covers projects in two Latin American countries. In one of these electricity is supplied by a cooperative, in the other by a state-owned company. The authors examine a wide range of variables and find that only living standard and occupational status had a consistent positive association with electricity use. The cooperative had little, if any, significance for its members, aside from its function as an energy supplier. Household electricity consumption levels were low, rarely exceeding 100 kilowatts per month and largely limited to use for lighting and ironing. Farm consumption was minimal. The authors discuss energy costs at the household level and look at alternative energy sources, such as privately operated diesel generators, for businesses and industries. Consideration is given to the relationship between electricity and infrastructure development. The study is unique in that it focuses on both social and economic impacts of rural electrification and examines policy implications from both social-benefits and economic-benefits approaches."

It has been thirty years since one of the authors (EJD) began a collaboration with Professor Milton Kerker at Clarkson University in Potsdam, New York using light scattering methods to study aerosol processes. The development of a relatively short-lived commercial particle levitator based on a modification of the Millikan oil drop experiment attracted their attention and led the author to the study of single droplets and solid microparticles by levitation methods. The early work on measurements of droplet evaporation rates using light scattering techniques to determine the size slowly expanded and diversified as better instrumentation was developed, and faster computers made it possible to perform Mie theory light scattering calculations with ease. Several milestones can be identified in the progress of single microparticle studies. The first is the introduction of the electrodynamic balance, which provided more robust trapping of a particle. The electrodynamic levitator, which has played an important role in atomic and molecular ion spectroscopy, leading to the Nobel Prize in Physics in 1989 shared by Wolfgang Paul of Bonn University and Hans Dehmelt of the University of Washington, was easily adapted to trap microparticles. Simultaneously, improvements in detectors for acquiring and storing light scattering data and theoretical and experimental studies of the interesting optical properties of microspheres, especially the work on morphology­ dependent resonances by Arthur Ashkin at the Bell Laboratories, Richard Chang, from Yale University, and Tony Campillo from the Naval Research Laboratories in Washington D. C.
