Armed forces can be confronted with the problem of correctly classifying a targeted group as one that is or is not party to an armed conflict. In particular, this happens in a context of a high level of violence where a non-international armed conflict is (likely) occurring at the same time, such as in Iraq, Afghanistan, Brazil or Mexico. The difficulty of qualifying the targeted group leads to a legal uncertainty in which it is unclear whether an operation is governed by international humanitarian law or the international law of human rights. The problem is of particular interest when lethal force is resorted to, as killing might be illegal under one of the two branches. The book attempts to provide guidance on how this uncertainty can be overcome. In order to do so, the requirements to kill under IHL and human rights law are analyzed and compared, as well as assessed in concrete operations of the National Police of Colombia who face this problem on a regular basis.

Här visas hur romska utomparlamentariska aktioner uppstått och verkat, liksom hur avkoloniseringen av romska studier sker och hur romska intellektuella själva äntrar scenen. Hur ser då denna frigörelses förutsättningar ut i Sverige och i andra länder? Det är en av de frågor som diskuteras här. Den aktuella tiggeridebatten belyses också. I efterordet tar två ledande romska röster själva till orda: Soraya Post och Hans Caldaras. Frigörelsen är en ny typ av bok i Sverige som behandlar romernas situation. Jan Selling är forskare, docent vid Södertörns högskola och författare bl.a. till boken Svensk antiziganism. Fördomens kontinuitet och förändringens förutsättningar (2013). Under åren 1992-2002 var han frilansjournalist och student i Berlin. 2015-2019 var han curator för den internationella kunskapsplattformen romarchive.eu.

Alec John Dawson (1872 - 3 February 1951), generally known as A J. Dawson (pseudonyms Major Dawson, Howard Kerr, Nicholas Freydon) was an English author, traveler and novelist. During World War I he attained the rank of Major, and was awarded the MBE and Croix de Guerre in recognition of his work as a military propagandist. Dawson published over thirty books, the one best remembered today probably being the animal adventure story Finn the Wolfhound (1908). He used the pen-name Howard Kerr for his first published novel, Leeway (1896). Further publications as A J. Dawson soon followed: two collections of short stories (Mere Sentiment and In the Bight of Benin) and two novels (God's Foundling and Middle Greyness) in 1897 alone.
