Controlling corruption is an essential part of good governance and poverty reduction, and it poses an enormous challenge for governments all around the world. Anticorruption in Transition 2 analyzes patterns and trends in corruption in business-government interactions in the transition economies of Central and Eastern Europe and the former Soviet Union. It points to some encouraging signs that the magnitude and negative impact that corruption exerts on businesses may be declining in many countries in the region. It also shows how some types of firms - most notably small private ones - encounter more corruption than others, and it underscores the importance of policy and institutional reforms in achieving long-term success in the fight against corruption. The longer-term sustainability of recent improvements is not certain, however, and the challenges ahead remain formidable.

The King James Translation is a masterwork of style, and the most important book in the English language, it has been the driving force in shaping the English-speaking world for hundreds of years.The Book of Joel describes a plague of locusts and it effects on the people of Israel and how their repentance could bring about hoped for reiteration of Israel. In the New Testament, Joel's prophecy of the outpouring of God's Holy Spirit upon all people was notably quoted by Saint Peter in his Pentecost sermon.
A lengthy history of readers’ struggles with Joel lies behind Merx’s characterization of the book as “the problem child of Old Testament exegesis, insofar as the resources utilized by interpreters thus far are entirely insufficient to dispel its darkness”. Long before Vernes posited that chapters 3–4 were a composition distinct from 1–2, Augustine voiced his perplexity about how the book constituted a unity. Many attempts to expound it as a unity have subdued the book’s tensions through problematic harmonizations. On the other hand, theories of the book’s development within the construction of a Book of the Twelve not only bar understanding the book as a whole, but also fall short of explaining its composition.In this volume, Ronald L. Troxel acknowledges the perennial problems raised by the book, but argues that taking account of the signs of its genre elucidates numerous cruxes and spotlights salient interpretive features that are infrequently discussed. Recognizing that chapter four comprises a series of late additions permits recognition of narrative markers that unite the first three chapters as a product of schriftgelehrte Prophetie, “scribal prophecy”. The book’s features align well with those of two other prophetic narratives fashioned as composite works: Jonah and Haggai. All three books are better accounted for in this way than through the prism of redactional expansion. Correlatively, the long-standing arguments against chapter 3 as the literary continuation of chapters 1–2 prove reliant on social conceptions of prophecy that are alien to schriftgelehrte Prophetie. Instead, Troxel shows Joel 3 to be the culmination of a didactic narrative meant to prepare a future generation to survive the Day of the Lord.The first chapter of Troxel’s study illuminates the persistent conundrums addressed in the history of interpretation, as well as the social contexts from which resolutions have been proposed. Chapters two and three address the book’s composite texture and narrative marks, while chapter four expounds its distinctive eschatology. The fifth chapter synthesizes these observations in a synopsis of Joel’s genre, scope, and meaning.

All throughout his life Joel has suffered from terrible panic attacks. He could be living his life without a care in the world one minute, but then gasping for air the next. It's a problem that's tormented him for as long as he could remember, and a problem that's causing him to slip closer toward a breaking point. He works for the Lestor Corporation year after year slaving away at a desk filling out paperwork. His boss asks him to perform a speech in front of his co-workers and the girl of his dreams, Lilly Croftcheck. The fear of his panic attacks coming to life while he's up there on that stage scares him. He believes that he'll embarrass himself in front of everybody as he's always done so in the past. This fear combined with the sadness he feels for not being able to be with the girl of his dreams pushes him over the edge. Jack Lundbom writes the first full-length critical commentary on the book of Joel in many years, and with a refreshing approach. It contains an extensive Introduction, beginning with the book's place in the Hebrew and Greek canons, followed by a discussion of the Hebrew and LXX texts, open and closed sections, poetry and prose, rhetoric, the World of Joel, and theology of the book.The volume employs for the first time ancient section markers and modern rhetorical criticism to better explicate the biblical text. This represents a major advance over source and form-critical work done by earlier scholars, which divided the text largely on the basis of genre and content. Yahweh's answers to the people's complaints over a drought and locust plague having descended upon Judah are thus brought together into a moving dialogue instead of being treated separately. Lundbom provides a new translation of the biblical text, with comparisons being made to other prophetic works in both language and ideas. It sees Joel as standing firmly in the tradition of the biblical prophets, while at the same time being markedly different. With date and provenance of the book nowhere indicated, the world of Joel must be pieced together from internal evidence. Lundbom proposes that Joel is probably early fifth century, written sometime before Malachi (ca. 450). It is clearly post-exilic, being intimately familiar with the Temple with Jerusalem's walls also standing, which means it must post-date Nehemiah's rebuilding of city. Lundbom concludes that the book is largely the work of the prophet Joel, but with a secondary writer or writers in 2.30-3.8 Hebrew 3.3-4.8] repeating Joel's authentic hope for Judah and additional judgement on foreign nations.
