Taking a comparative perspective, the authors describe the politics of health care, the variety of providers, the universal health insurance system, and how the fee-schedule constrains costs at both the macro and micro levels. Special attention is paid to issues of quality and to the difficult problems of assuring adequate high-tech medicine and long-term care. Although the authors discuss the drawbacks to Japan's stringent cost-containment policy, they also keep in mind the possible implications for reform in the United States. Egalitarian values and a concern for 'balance' among constituents, the authors argue, are essential for cost containment as well as for access to health care.

He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state." Despite the big differences in cultural values, social arrangements, economic priorities, and political control, government responsibility for the "aging-society problem" is broadly similar to that in advanced Western nations. However, Campbell's account of how Japan has taken on that responsibility raises new issues for our understanding of both Japanese politics and theories of the welfare state. Originally published in 1992. This volume draws together for the first time all the fieldwork known to have taken place from the earliest located trenches in the 1720s up until the modern campaigns of Fulford. It integrates this work with a new geophysical survey of 217ha to provide a new overarching narrative for the town. The volume starts with a historiography of work on the city from earliest antiquarian investigations. This sense of changing interpretations of the site permeates all the later discussion, showing how new discoveries have transformed understandings. The core of the volume contains the empirical data, mapping the past excavations alongside evidence from aerial photography, fieldwalking, LiDAR and geophysics. The final sections provide essays in interpretation, with thematic reviews of: the defenses; the development of the oppidum; the military connection; the mortuary landscape; trade and industry; and pubic entertainment. Finally a narrative overview examines how the town’s remains have been interpreted within an historical setting.

Donald Creighton's two-volume account of Canada's first Prime Minister was originally published in the 1950s as 'John A. Macdonald: The Young Lion' (1952) and 'John A. Macdonald: The Old Chieftain' (1955). Each of the volumes won a Governor General's Literary Award. John Ainsworth-Davis (JAD) was a British WWII Naval agent-Spy-Assassin working directly for Prime Minister Winston Churchill. Commissioned by Lord Louis Mountbatten, this report is JAD's very personal account of his growing up on the Chartwell estate as Desmond Morton's Godson and his subsequent grooming to become one of WWII's most controversial secret agents. It also touches on JAD's introduction into privileged British and German society through his father Jack; a British Olympic Gold medalist and his father's close friend, the German Ambassador to London, Joachim von Ribbentrop. Ribbentrop later became Hitler's trusted Foreign Minister and was one of the first Nazis to be hanged at Nuremberg in 1946. JAD speaks candidly of his experiences of love, war and betrayal up to early 1945. "The Mountbatten Report" is the prelude to Operation JAMES BOND (OPJB): a highly covert 1945 British op, in which JAD assisted Commander Ian Fleming RNVR in the rescue of Hitler's 'handler' and money man, Martin Bormann.
