China's approach to nuclear deterrence has been broadly consistent since its first test in 1964, but it has recently accelerated nuclear force modernization. China's strategic environment is likely to grow more complex, and nuclear constituencies are gaining a larger bureaucratic voice. Beijing is unlikely to change official nuclear policies but will probably increase emphasis on nuclear deterrence and may adjust the definition of key concepts.

The patriarch Jacob functions as the main character in Jubilees, one of the most important early Jewish texts outside the Bible. This study investigates two important connections made by the author of Jubilees, Jacob and the Torah, and Jacob and the Abrahamic Promise (Gen 12:1–3 and parallels), both of which play an important role in Jubilees. Jacob functions as the perfect Israelite who follows the Deuteronomic commandments (addressed to Israel in the second person singular) to the utmost, and thus exemplifies the "holy seed" or "rest" of Israel, who will also inherit the Abrahamic Promise when they fulfil the Torah as Jacob did. Esau functions as an archetype of the apostate Israelite who will be left outside of the Promise. The study illuminates the early reception history of the Abrahamic Promise and its close connection with Deuteronomy. It gives background for scholars of early Judaism and Christianity dealing with the reception of the Law and the Promise as well as of the parting of Judaism and Christianity, where different readings of the patriarchal stories were influential (e.g., Sifre Deuteronomy).

The first four chapters introduce the reader to the dynamics of fiscal and monetary policy cooperation. Issues covered include: fiscal coordination, fiscal stringency requirements, structural and bargaining power asymmetries and the design of monetary and fiscal policymaking in a monetary union. In the four last chapters multiple-player settings with aspects of fiscal and/or monetary coordination are analyzed using the endogenous coalition formation approach. The analysis is focused on shock and model asymmetries and issues of multi-country coordination in the presence of (possibly many) monetary unions.

The Europaische Akademie Bad Neuenahr-Ahrweiler GmbH is concerned with the scientific study ofthe consequences of scientific and technological advance for the individual, society and the natural environment and, therefore, not least with the study of consequences of recent developments in life-sciences and medical disci- plines. The Europaische Akademie intends to contribute to find a rational way for society to deal with the consequences of scientific progress. This aim is mainly realised by proposing recommendations for options of action with long-term social acceptance. The work of the Europaische Akademie mostly takes place in tempo- rary interdisciplinary project groups, whose members are recognised scientists from European universities and other independent institutes. In the light of recent discussions on the validity of scientific assumptions con- cerning the extrapolation ofharmful effects into the low-dose range the Europais- che Akademie set up a project on "Lew-Dose Exposures in the Environment their Risk Assessments and Regulatory Processes" in January 2001. Experts ofradiobi- ology, toxicology, medical epidemiology, modelling,jurisprudence, psychology and philosophy from different European countries wcre brought together to discuss cur- rent scientific developments in environmental standard setting and risk evaluation of substances and ionising radiation at very low doses in order to ensure rational, efficient, and fair decisions. I am glad that by means ofthis memorandum, that continues our work on envi- ronmental standards and after our recommendations with respect to the regulation ofcombined agents we can now focus on the effects and the regulation ofharmful agents in the very low-dose range.

Von jeher haben vViederkehrerscheinungen das Interesse nachdenk licher Leute gefunden und insbesondere mathematische Untersuchungen angeregt. Periodisches Zahlen verbinden wir mit der Regelmassigkeit eines Rhythmus, Translationsgruppen mit der Wiederkehr in Fries mustern, und die Umlaufe der Planeten verlangten Newton die Erfin dung der Infinitesimalrechnung ab. Es geht aber nicht nur darum, beobachtete Wiederkehr in mathematischen Modellen nachzuzeichnen, sondern auch um die grundsatzliche Frage: Warum muss Wiederkehr sein? Genauer: Welche Eigenschaften eines mathematischen Modells erzwingen das Auftreten von Wiederkehrerscheinungen ? Die Antwort der Mathematik auf diese Frage sind die sog. vVieder kehrsatze, von denen wir die wichtigsten in diesem Band in typischer Gestalt, wenn auch nicht immer in grosstmoglicher Allgemeinheit vor stellen. Sie lassen sich nach der Art der zugrunde gelegten Strukturen unterscheiden. Arbeitet man mit rein topologischen Mitteln, so befindet man sich in der sog. topologischen Dynamik, der unser erster Beitrag gilt. Der hier bewiesene Wiederkehrsatz 3.9 stutzt sich vor allem auf die Kom paktheit des zugrunde liegenden Raums und zeigt die Existenz fast periodischer Bewegungen. Starre Bewegungen eines speziellen Kompaktums, namlich der Kreislinie (oder allgemeiner: eines Torus), sowie einen strengeren Fast periodizitatsbegriff untersucht der zweite Beitrag uber Gleichverteilung mod 1, in dem wir Weyls beruhmten Satz beweisen, und den Leser auch etwas in die Mittelwerttheorie der fastperioiischen Funktionen ein fuhren."

Syrian/Lebanese immigration to the United States began only in 1878, but by 1900, Syrian men and women had settled in every state and territory, from Alabama to Wyoming. First traveling 5,000 miles to reach New York, these wanderers peddled their way to the furthest corners of the country, settling in hundreds of cities and towns. They braved the rigors of the western territories, including Alaska, and moved into towns where no Arab had ever been seen before. There they made new lives for themselves, becoming along the way, Americans.
