This unique collection of unembellished poems, the fourth book by veteran author, journalist, columnist and radio presenter Kim Heung-sook, invites the reader into a realm of nature and self-reflection. Inspired by a forest in which the author regularly spent time away from the cacophony of the rest of the world, the 81 poems in this collection are largely confined to just five or six short concise, yet thought-provoking, lines. To use the author's own analogy: if poems are temples of words (as explicitly suggested by the Chinese character for poetry), these are temples of the simplest kind, with little more than a single tree and a fountain to their name. The role of fiscal policy in short-run macroeconomic stabilization is, by now, well known in the academic literature and in policy circles. However, this focus on the short-run, especially in a democracy, means that much less attention has been paid to the other consequences of the use of fiscal policy. By studying the intergenerational-welfare aspects of fiscal policy, this book deals with some fundamental issues of fiscal policy. Why does public debt tend to rise over time in democracies? Why is there a tendency for government spending on consumption and on social security to grow? Why do governments fail to invest in public capital adequately? Should a dollar transferred from the young be treated as a dollar transferred to the old? By studying the international aspects of fiscal policy, the book establishes international differences in fiscal policy as determinants of persistent trade imbalances and international indebtedness. It also considers some basic questions on international transfers and austerity in open economies. What criteria should be used to define a successful foreign-aid programme? Why is foreign aid likely to fail in a world of global wealth disparity? Can reliance be placed on the international coordination of austerity to improve welfare in the long run? In 1903, 102 Koreans migrated to Hawai'i in search of wealth and fortune - the first in their country's history to live in the Western world. Thousands followed. Most of them, however, found only hardship while working as sugar plantation laborers. Soon after their departure, Korea was colonized by Japan, and overnight they became ""international orphans"" with no government to protect them. Setting aside their original goal of bettering their own lives, these Korean immigrants redirected their energies to restoring their country's sovereignty, turning Hawai'i into a crucially important base of Korean nationalism. ""From the Land of Hibiscus"" traces the story of Koreans in Hawai'i from their first arrival to the eve of Korea's liberation in 1945. Using newly uncovered evidence, it challenges previously held ideas on the social origins of immigrants. It also examines their political background, the role of Christian churches in immigration, the image of Koreans as depicted in the media, and, above all, nationalist activities. Public resources - if invested well in public infrastructure and services - can catalyze private and community efforts and unleash an inclusive growth and development process. But public investment attracts political interest, usually of the kind that undermines efficiency. Too often public projects are poorly designed, under-funded, long-delayed, or badly implemented, with little benefit to the population. This is a critical challenge for many countries, both rich and poor. Paradoxically, some countries are even unable to spend their limited investment budgets while others lack “shovel ready” projects for a fiscal stimulus. The quality of institutions is fundamental. This book identifies eight key institutional features that countries need to adopt to ensure that public investments support growth and development. Very broadly, the eight stages correspond to a disciplined system for guiding, appraising, reviewing and selecting projects that are most likely to stimulate inclusive development, and following through to ensure that they are implemented, adjusted, operated and evaluated to deliver the public services that citizens and the private sector expect. A review of over 30 countries suggests that these eight features are present in all countries that manage resources efficiently but most countries are missing key features. Not surprisingly, those weaknesses contribute to poor investment and development outcomes. Strengthening institutions for public investment management is critical to developmental success.This book provides a clear, non-technical discussion on approaches to improving project appraisal, dealing with uncertainty (an issue that is likely to grow in importance with the effects of climate change), integrating procurement skills into project design and implementation, and of managing the decision on public private partnerships. By providing a simple but comprehensive framework and global experience, the book provides policy makers the guidance to adopt good functional principles in the design of institutions to strengthen public investment management.
