Interpreting Crimes in the Rome Statute of the International Criminal Court
The Rome Statute of the International Criminal Court defines more than ninety crimes that fall within the Court's jurisdiction: genocide, other crimes against humanity, war crimes and aggression. How these crimes are interpreted contributes to findings of individual criminal liability, and moreover affects the perceived legitimacy of the Court. And yet, to date, there is no agreed-upon approach to interpreting these definitions. This book offers practitioners and scholars a guiding principle, arguments and aids necessary for the interpretation of international crimes. Leena Grover surveys the jurisprudence of the International Criminal Tribunals for the former Yugoslavia and Rwanda before presenting a model of interpretive reasoning that integrates the guidance within the Rome Statute into articles 31-33 of the Vienna Convention on the Law of Treaties (1969).

Intensifying droughts and competing pressures on water resources foreground water scarcity as an urgent concern of the global climate change crisis. In India, individual, industrial, and agricultural water demands exacerbate inequities of access and expose the failures of state governance to regulate use. State policies and institutions influenced by global models of reform produce and magnify socio-economic injustice in this "water bureaucracy."Drawing on historical records, an analysis of post-liberalization developments, and fieldwork in the city of Chennai, Leela Fernandes traces the configuration of colonial historical legacies, developmental-state policies, and economic reforms that strain water resources and intensify inequality. While reforms of water governance promote privatization and decentralization, they strengthen the state centralized control over water through city-based development models. Understanding the political economy of water thus illuminates the consequent failures of the state within countries of the Global South.

Theorizing Ocean Governance: A Framework Combining Governance, Science, and Law
Ocean governance is emerging as a field of study drawing on and combining different knowledge domains, including governance, science, and law. Assumptions of these three knowledge domains and their relationships are rarely discussed. This study attempts to contribute to such discussion by theory-building: investigating the governance-science and governance-law interfaces in an ocean governance context. The investigations form the basis for offering some perspectives concerning key topics of ocean governance: cross-sectoral, holistic, and integrated approaches, science-based decision-making, adaptation, the ecosystem approach, and ocean governance as an emerging field of study.
