This book proposes a new institution - the 'People's Forum' - to enable democratic governments to effectively address long-running issues like global warming and inequality. It would help citizens decide what strategic problems their government must fix, especially where this requires them to suffer some inconvenience or cost.The People's Forum is first based on a new diagnosis of government failure in democracies. The book tests its own analyses of government failure by seeing whether these might help us to explain the failures of particular democracies to address (and in some cases, to even recognize) several crucial environmental problems. The essential features of a new design for democracy are described and then compared with those of previous institutional designs that were also intended to improve the quality of democratic government. In that comparison, the People's Forum turns out to be not only the most effective design for developing and implementing competent policy, but also the easiest to establish and run. The latter advantage is crucial as there has been no success in getting previous designs into actual trial practice. It is hoped that this book may inspire a small group to raise the money to set up and run the People's Forum. Then, as citizens see it operating and engage with it, they may come to regard the new Forum as essential in helping them to deliberate long-running issues and to get their resulting initiatives implemented by government. Smith also discusses how the People's Forum must be managed and how groups with different political ideologies may react to it.An Afterword sets out the method by which this design was produced, to help those who might want to devise an institution themselves. The new concepts in environmental science that the book develops to test its diagnosis are applied in an Appendix to outline crucial options for the future of Tasmania. Similar options apply to many countries, states and provinces. As indicated above, those choices are currently beyond the capacity of democratic governments to address and in some cases, even to recognize. But the People's Forum may lift them out of that morass.

This book examines the judicial opinions and criminal justice policy impact of Justice John Paul Stevens, the U.S. Supreme Court’s most prolific opinion author during his 35-year career on the nation’s highest court. Although Justice Stevens, a Republican appointee of President Gerald Ford, had a professional reputation as a corporate antitrust law attorney, he immediately asserted himself as the Court’s foremost advocate of prisoners’ rights and Miranda rights when he arrived at the Court in 1975. In examining Justice Stevens’s opinions on these topics as well as others, including capital punishment and right to counsel, the chapters of the book connect his prior experiences with the development of his views on rights in criminal justice. In particular, the book examines his relevant experiences as a law clerk to Justice Wiley Rutledge in the Supreme Court’s 1947 term, a volunteer attorney handling criminal cases in Illinois, and a judge on the U.S. court of appeals to explore how these experiences shaped his understanding of the importance of rights in criminal justice. For many issues, such as those affecting imprisoned offenders, Justice Stevens was a strong defender of rights throughout his career. For other issues, such as capital punishment, there is evidence that he became increasingly protective of rights over the course of his Supreme Court career. The book also examines how Justice Stevens became increasingly important as a leading dissenter against the diminution of rights in criminal justice as the Supreme Court’s composition became increasingly conservative in the 1980s and thereafter. This collection of essays is written in memory of Roger H. Prentice (1943-2022). Prentice was born in New Brunswick and brought up in Halifax, Nova Scotia. A Dalhousie University graduate, he also graduated from Acadia University and then served as a pastor at Amherst, Nova Scotia and St. Stephen, New Brunswick. In 1979, Prentice began his studies in Baptist History at Oxford University under the direction of the late Dr. B.R. White at Regent's Park College. Upon his return in 1983, he became a minister at Annapolis Royal, Nova Scotia. In 1985, Prentice became dean of the Manning Memorial Chapel and served as University Chaplain at Acadia University until he retired in 2007. Throughout his ministry, Prentice had a unique way of combining preaching, leading worship, and pastoral counseling together with involvement in his local community. A pastor, author, wise guide, and friend to many, in retirement he served on numerous boards and committees including the Acadia University Senate. Prentice's service within the church, particularly among Maritime Baptists, and in the wider community, was recognized when he was awarded an honorary doctorate from Acadia University, the Queen's Jubilee Medal, and the Canadian Senate's Sesquicentennial Medal. Recognizing his faithful work and witness over many years, this memorial volume brings together a variety of essays and reflections on themes including: Baptist theology and identity, spirituality, chaplaincy and ministry, worship and the arts, and engagement with the wider world.
