The authors examine both past and current practices and policies influencing black employment in the railroad, airline, trucking, and urban transit industries. Technological unemployment, declining traffic, and discrimination by unions, carriers, and government agencies have reduced both the number and proportion of blacks in the railroad industry, which was once one of the nation's leading employers of blacks. These, same railroading mores have affected black employment in airlines and urban transit in the past but today other forces are working to improve black representation in the former and leading to a heavily black work force in the latter. In the trucking industry, the Teamsters' Union and government policy are keys to Negro employment, with the union dragging its feet in supporting an increased number of black over-the-road drivers. A final section compares the situations in the four industries and forecasts future Negro employment trends in light of the most recent employment data, occupational needs, governmental policy, and other significant factors.

In September 2011, AEI honored longtime AEI colleague Walter Berns with a panel dedicated to discussing his scholarship on the Constitution and the republican polity it supports. At this event, former AEI President Arthur C. Brooks announced that henceforth, AEI's annual Constitution Day celebration would be named in honor of Walter. This volume is a collection of the 13 Walter Berns Constitution Day Lectures given since 2012. Walter's own work ranged widely, addressing issues on such diverse topics as civil and religious liberties, free speech, capital punishment, political philosophy, political science, presidential selection, and patriotism. This book proposes a novel approach for time-series prediction using machine learning techniques with automatic feature generation. Application of machine learning techniques to predict time-series continues to attract considerable attention due to the difficulty of the prediction problems compounded by the non-linear and non-stationary nature of the real world time-series. The performance of machine learning techniques, among other things, depends on suitable engineering of features. This book proposes a systematic way for generating suitable features using context-free grammar. A number of feature selection criteria are investigated and a hybrid feature generation and selection algorithm using grammatical evolution is proposed. The book contains graphical illustrations to explain the feature generation process. The proposed approaches are demonstrated by predicting the closing price of major stock market indices, peak electricity load and net hourly foreign exchange client trade volume. The proposed method can be applied to a wide range of machine learning architectures and applications to represent complex feature dependencies explicitly when machine learning cannot achieve this by itself. Industrial applications can use the proposed technique to improve their predictions.

Tanga Region, Tanzania, is an area of persistent rural poverty with a long history of drought, floods, food shortages, famine, and social and economic disruption. Though farmers have been cultivating the land there for hundreds of years, they have consistently been unable to supply adequate food for the region's inhabitants. In "Challenging Nature", Philip Porter examines eighteen farming communities to understand what the farmers there know about their environment and which historical and economic factors play into the lack of food security. Porter first began work on this project in 1972, asking 250 farmers in the region about life history, environmental and agricultural changes, types of crops grown and methods of planting, environmental assessments, agricultural practices, food and water supplies, training and education, and attitudes toward nature. Twenty years later, he returned and reinterviewed as many farmers as could be found from the first survey. The result contextualizes the environmental history of the region while informing current and future agricultural development.
