Social policy in advanced capitalist countries operates through state intervention to compensate for the inadequate welfare outcomes of the labour market. Such welfare regimes cannot easily be reproduced in poorer regions of the world where states suffer problems of governance and labour markets are imperfect and partial. Other welfare regimes therefore prevail involving non-state actors such as landlords, moneylenders and patrons. This book seeks to develop a conceptual framework for understanding different types of welfare regime in a range of countries in Asia, Latin America and Africa and makes an important contribution to the literature by breaking away from the traditional focus on Europe and North America.

Als Goethe 1786 nach Italien aufbrach, begründete er gegenüber Herzog Carl August seine Reise mit Vorstellungen einer gelehrten Muße, die seit der Antike Freiräume für geistige Tätigkeiten legitimierten. Peter Philipp Riedl untersucht innerhalb dieses Rahmens einer temporären Freiheit von beruflichen Verpflichtungen konkrete Ausprägungen urbaner Muße, die in der Italienischen Reise insbesondere aus Verona, Padua, Venedig, Rom, Neapel und Palermo geschildert werden. Übergänge von Aktivität und Passivität, von durchaus anstrengender, aber selbstbestimmter Arbeit und Genuss werden ebenso analysiert wie unterschiedliche Muster kontemplations- und erlebnisorientierter Muße. Ergänzt werden diese Überlegungen durch Interpretationen von Formen narrativer Muße in Das Römische Carneval, poetischen Inszenierungen der Raumzeitlichkeit von Muße in den Römischen Elegien sowie Evokationen lyrischen Flanierens in den Venezianischen Epigrammen.

Educational reforms around the year 1800 also had their effects on the subject that went by the name of 'Rhetoric'. They did not however spell the end of rhetoric itself. On the contrary, the political and social circles active around 1800 and the frequently unduly roseate aura surrounding political oratory in revolutionary France and the art of public speaking in the British parliament led to a quickening of public debate on the potential for good and evil bound up with political eloquence. The study traces this debate in detail and pays equal attention to the practice and the arenas of public discourse in Germany: the pulpit, the lectern and the theatre.
