This book is the author’s response to the initial wave of democracy euphoria in South-East Europe, and the obvious regress of it after the “last catch” accession of Bulgaria and Romania (2007) into the European Union family. A core deficit in this respect is the lack of sustainable patronage, relevant to modern societal existence. 1 The bitter fruits of some “dilemma of simultaneity” (Elster 1990), which might have failed to precisely predict the impossibility of transformation in Eastern - rope, has hit the target, as related to the breeds of “impatient capitalisms” that - vour the region. Rising institutional asymmetries, the neglected “rule of law”, the lack of procurement procedures and public control over governmental expenditures as well as illegal schemes of privatisation, tax collecting and the unfair allocation of public funds have shaped mimicries of reforms in crucial spheres of social life. Corruptive patterns of patronages have very much spoiled the outputs of a most p- truded and teasing transition. This undermines significant societal progress. System abuse of civic rights, conflict of interests, nepotisms, political partisanship, int- weaving of institutions with organized criminality threaten to deviate the region from the general aims of democratic existence and modern societal advance.

The collapse of communist systems in South East Europe resulted in a landscape to be newly arranged. Diverse forces compete to capture the popular energies released by the embrace of old and new identities. Deficits of modernization in a post communist nexus have deepened cultural asymmetries and challenge EU integration in new ways. Problems involving minorities still constitute a significant challenge for public policies in countries such as the ones on the territories of the former Soviet Union and Yugoslavia. Unassimilated, facing the cultural "non-transparency" of their lifeworlds, and usually without autonomy, their problems are quite different from those in Western Europe and North America.This book presents a study of public policies concerning the national, ethnic, and religious minorities in the countries of Central and Eastern Europe. It explores the opportunities available for applying the model of deliberative democracy to the domain of designing and realizing minority policies. It examines the possibility that minority groups can influence – and ideally even pre-decide – minority policies by legitimizing claims concerning their needs and rights in a way that leaves democratic public opinion no choice but to support them. Adopting a novel approach to the public legitimization of minority claims, it proposes that the general public’s evaluation of the credibility of minority claims should focus on the procedural qualities of the intra-group (ethical-political) discourses through which these claims are articulated and substantiated.This text will be of key interest to students and scholars of public policy, minority politics, the politics of Eastern Europe, political theory and comparative politics.

The idea about this book has evolved during the process of its preparation as some of the results have been achieved in parallel with its writing. One reason for this is that in this area of research results are very quickly updated. Another is, possibly, that a strong, unchallenged theoretical basis in this field still does not fully exist. From other hand, the rate of innovation, competition and demand from different branches of industry (from biotech industry to civil and building engineering, from market forecasting to civil aviation, from robotics to emerging e-commerce) is increasingly pressing for more customised solutions based on learning consumers behaviour. A highly interdisciplinary and rapidly innovating field is forming which focus is the design of intelligent, self-adapting systems and machines. It is on the crossroads of control theory, artificial and computational intelligence, different engineering disciplines borrowing heavily from the biology and life sciences. It is often called intelligent control, soft computing or intelligent technology. Some other branches have appeared recently like intelligent agents (which migrated from robotics to different engineering fields), data fusion, knowledge extraction etc., which are inherently related to this field.
