On Richard Cobden's death, Charles Francis Adams noted in his diary that Cobden "had fought his way to fame and honor by the single force of his character. He had nothing to give. No wealth, no honors, no preferment. He first taught the multitude by precept and example that the right of government was not really to the few, but to the many." Disraeli was no less acute when he remarked that Cobden was "the greatest political character that the pure middle class of this country has yet produced." In this biography Nicholas Edsall demonstrates how Cobden dominated middle-class radicalism from its high-water mark in the turbulent 1840s to the quieter years immediately before the emergence of the Gladstonian Liberal party in the 1860s. Cobden headed the movement for the incorporation of his adopted city, Manchester; he was the leader of the most successful of Victorian mass agitations, the Anti-Corn Law League, and chief adviser to the movement for the repeal of newspaper taxes; he was a founder of the mid-nineteenth-century peace movement and a vocal opponent of the Crimean War; he was the chief English negotiator of the Anglo-French Commercial Treaty of 1860; and he was one of the earliest critics of the modern arms race. This is the first full-length biography since the publication of the official life more than a century ago. Not only has a good deal of new material become available, but the passage of time has served to underscore Cobden's significance both as a spokesman for the middle class in an era of acute class conflict and as a critic of the aims of great-power diplomacy at a time when his own country was the greatest of powers.

Richard Cobden (1804–65) was the leading liberal thinker of his generation, and it was primarily through his efforts that the Corn Laws were repealed and that classical liberalism became the dominant political theory of the United Kingdom for over half a century. His first pamphlet was published in 1835 and his last in 1862. This collection was published two years after his death, and was regularly reprinted on both sides of the Atlantic well into the twentieth century. Volume 1 includes Cobden's first two pamphlets, England, Ireland and America and Russia, which argue that British foreign policy benefited only the 'establishment' while the ordinary people were forced, through excessive taxation, to finance military adventures. Advocating free trade, low taxation, reduced military spending and improvements to popular education, he suggests Britain should concentrate on improving conditions in Ireland rather than engage in sabre-rattling in the face of Russian expansionism.

This collection was published two years after his death, and was regularly reprinted on both sides of the Atlantic well into the twentieth century. Volume 2 contains Cobden's later writings. With a background of war in the Crimea and the United States, his emphasis shifts from advocating free trade to the need to promote international treaties and co-operation. In his final work, The Three Panics, he is able to use the experience gained while negotiating a commercial treaty with France to highlight the folly of the anti-French hysteria that still frequently erupted in Britain.

... Richard Cobden naquit, le 3 juin 1804, au domaine de Dunford, d pendant, du bourg de Midhurst dans le comt de West-Sussex. En consultant les archives du comt , les fureteurs de parchemins ont d couvert qu'en 1314 un d put du nom d'Adam de Coppdene, fut envoy au parlement par le bourg de Chichester, et que, depuis le XVe si cle, plusieurs membres d'une famille Cobden ont marqu dans les divers incident de l'histoire locale. On sait avec quel soin les Anglais s'occupent des origines de leurs grands hommes; mais il n'est pas n cessaire de remonter jusqu'au XIVe si cle ni d' voquer le premier Coppdene ou Cobden, qui portait l'antique pr nom d'Adam, pour faire Richard Cobden une g n alogie dont il ne para t pas s' tre jamais souci . Il tait tout simplement d'une bonne famille rurale et bourgeoise. Son grand-p re exploitait le domaine de Dunford; son p re, apr s avoir c d ce domaine, prit une petite ferme aux environs de Midhurst; il y perdit ce qui lui restait d'un modeste h ritage, fut oblig de la vendre en 1814 et se retira Westmeon dans le Hampshire, avec sa femme et douze enfants...
