In particular, the book places special emphasis the Principle of Inclusion and Exclusion and the Multiplication Principle. Laut dem Bericht der Weltgesundheitsorganisation (2012) werden diese Krankheiten durch infekti se oder parasit re Erreger verursacht, die mit Aspekten extremer Armut zusammenh ngen und Hindernisse f r die sozio konomische Entwicklung von Schwellenl ndern darstellen. Auf der Grundlage einer qualitativen Literaturrecherche untersuchte die Arbeit die au ervertragliche Haftung des Staates in seiner unterlassenden Modalit t, der anonymen Schuld, die den Schaden darstellt, der sich aus der Ineffizienz der Ma nahmen zur Bek mpfung und Kontrolle dieser Krankheiten ergibt. Es wurde untersucht, wie sich das Recht auf Gesundheit nach dem Inkrafttreten der Verfassung von 1988 entwickelt hat. Das Panorama der vernachl ssigten Krankheiten in Brasilien wurde vorgestellt. Schlie lich wurde die M glichkeit untersucht, die Haftung des Staates f r das Verhalten der B rger, das zur Manifestation dieser Krankheiten beitr gt, abzuschw chen.
The Responsibility of the State in the Control of Neglected Diseases

This paper analysed the possibility of State liability due to its inefficiency in combating and controlling neglected diseases. According to the World Health Organisation Report (2012), these diseases are caused by infectious or parasitic agents related to aspects of extreme poverty, representing obstacles to the socio-economic development of emerging countries. Based on qualitative bibliographical research, the work examined the non-contractual liability of the state in its omissive modality, anonymous guilt, presenting the damage resulting from the inefficiency of measures to combat and control these diseases. Research was carried out into how the right to health developed after the advent of the 1988 Constitution. The panorama of neglected diseases in Brazil was presented. Finally, the possibility of mitigating the liability of the state entity as a result of citizen behaviour that contributes to the manifestation of these diseases was investigated.

Sulla base di una ricerca bibliografica qualitativa, il lavoro ha esaminato la responsabilit extracontrattuale dello Stato nella sua modalit omissiva, la colpa anonima, presentando il danno derivante dall'inefficienza delle misure di lotta e controllo di queste malattie. stata condotta una ricerca su come si sviluppato il diritto alla salute dopo l'avvento della Costituzione del 1988. stato presentato il panorama delle malattie trascurate in Brasile. Infine, stata analizzata la possibilit di attenuare la responsabilit dell'entit statale in seguito al comportamento dei cittadini che contribuisce alla manifestazione di queste malattie.

This book is devoted to the work of Robert A. Dahl, who passed away in 2014. Dahl was one of the most important American political scientists and normative democratic theorists of the post-war era, and he was also an influential teacher who mentored some of the most significant academics of the next two generations of American political science. As an incredibly productive scholar he had a career that spanned more than half a century, his first book was published in 1950 his last was in 2007 at the age of 92. As a political scientist, he was respected even by those who were critical of his works.
