Um die Klimaschutzziele Deutschlands erreichen zu konnen, muss der Kraftwerkspark fundamental transformiert werden. Konventionelle Erzeugung ist durch erneuerbare Energien und Speicher zu ersetzen. Bisher fand der Anlagenzubau ungesteuert nach betriebswirtschaftlichem Kalkul dort statt, wo die Standortbedingungen optimal waren. Aspekte einer volkswirtschaftlich optimalen Standortwahl wurden nicht berucksichtigt. Fur eine solche Steuerung konnen unter anderem drei Ansatze eingesetzt werden: die G-/L-Komponente, die Marktteilung, die regionale Komponente in der EEG-Ausschreibung und die Strategischen Reserve/der Kapazitatsmarkt. Der Autor beantwortet, welcher dieser Ansatze sich politisch am ehesten durchsetzen konnte. Hierzu untersucht er die politische Willensbildung mit einer Diskurs- und einer Diskursnetzwerkanalyse. Anhand der Machtpotenziale, der finanziellen Ausstattung und der argumentativen Vernetzung der Diskurskoalitionen bestimmt er deren Durchsetzungsfahigkeit.
