Policing Global Regions

Policing Global Regions

This book provides a stocktake and comparative socio-legal analysis of law enforcement cooperation strategies in four different regions of the world: the European Union (EU), North America, Greater China and Australasia. The work analyses law enforcement cooperation mechanisms within the socio-legal framework of global normmaking. The strategies addressed range from legal frameworks facilitating cooperation to formal and informal police networks and cooperation practices. The study also takes into account crime-specific engagement, for example campaigns focusing on drug crimes, terrorism, financial crime, kidnappings and other offences. It explores challenges in policing practice and human rights protection in each region that could be countered by existing strategies in another. As regions usually develop more advanced cooperation mechanisms than exist at a global scale, strategies found in the former could help find solutions for the latter. To map existing strategies and assess their impact on both human rights and policing practice this study relies on an assessment of the primary and secondary literature sources in each region as well as interviews with practitioners ranging from senior police officers to prosecutors, government officials, customs and military staff. This book presents a valuable resource for academics and postgraduate students, as well as policing and criminal justice practitioners, government officials and policy makers.

This book provides new insights into police cooperation from a comparative socio-legal perspective. It presents a broad analysis of comparable police cooperation strategies in two systems: the EU and Australia. The evolution of regulatory trends and cooperation models is analysed for both systems and possible transferable strategies identified. Drawing on interviews with practitioners in the EU and Australia this book highlights a number of areas where the EU can be compared to a federal system and addresses the advantages and disadvantages of being a Union or a federation of states with a view to police cooperation practice. Particular topics addressed are the evolution of legal frameworks regulating police cooperation, informal cooperation strategies, Joint Investigation Teams, Europol and regional cooperation. These instruments foster police cooperation, but could be improved with a view to cooperation practice by learning from regulatory techniques and practitioner experiences of the respective other system.

A procession of natural disasters and other extreme events continues to wreak considerable damage on Western societies and their economies. Man-made threats, both real and perceived, present an unsettling outlook: chemical, nuclear and biological terrorism, cyber-attacks and industrial accidents are ever-present concerns. At the same time, the complex, overlapping and highly diversified layers of regulatory and political environments compound the challenge of tackling extreme events, heralding a future of increased uncertainty. Using new empirical research by the authors undertaken with European Union (EU), North American, Australian and New Zealand policy officials and practitioners, this book explores the dynamics of government efforts to secure the national interest in times of crisis. Aimed at practitioners, researchers and students in the fields of public policy, administrative, constitutional and international law, the text will articulate the fundamental policy and legislative concepts and challenges confronting Australasia, the EU and North America in the field of crisis management. By comparing different national and regional approaches this volume sheds new light on the pressing challenges impeding crisis management, infrastructure protection and the coordination of government globally and regionally. The book explores, from a comparative international perspective, the ongoing struggle between political ambitions and legal reality in crisis management and emergency law.
Contemporary Perspectives on the Detection, Investigation and Prosecution of Art Crime
In the world of law enforcement art and antiquity crime has in the past usually assumed a place of low interest and priority. That situation has now slowly begun to change on both the local and international level as criminals, encouraged in part by the record sums now being paid for art treasures, are now seeking to exploit the art market more systematically by means of theft, fraud and looting. In this collection academics and practitioners from Australasia, Europe and North America combine to examine the challenges presented to the criminal justice system by these developments. Best practice methods of detecting, investigating, prosecuting and preventing such crimes are explored. This book will be of interest and use to academics and practitioners alike in the areas of law, crime and justice.

Dramatic skies, rain-swept vistas, fields of flowers, a single piece of fruit; Dutch photographer Saskia Boelsums’ work encompasses subjects both small and vast. This career overview, accompanied by an interview with the artist, explores how she has evolved as an artist, from still life and portrait photography to her well-known impressionistic landscapes. She lives and works under the same skies as the Dutch Masters, and she references their influence in her approach to colour, light and subject. Saskia Boelsums: Artist with a Camera is her third monograph from Lannoo, and it captures the range of her work in a beautifully presented volume of words and images. Text in English and Dutch.

Tells the story of Rembrandt and his marriage to Saskia, the love of his life. Paintings, drawings, etchings, objects, letters and poems tell the tale of a society marriage in 17th century Holland. Accompanies a travelling exhibition in The Netherlands at the Fries Museum, 24 November, 2018, to 19 March 2019 and in Kassel, Germany, 12 April, to 11 August 2019. The year 2019 marks the 350th anniversary of Rembrandt's death. Rembrandt van Rijn married Saskia van Uylenburgh, the love of his life, in Friesland (the Netherlands) in 1634. The famous painter came to know her when she visited her cousin in Amsterdam, Hendrick van Uylenburgh, Rembrandt's art dealer. This book, the catalogue for a travelling exhibition, sketches a picture of marriage in the time of Rembrandt and Saskia. Their story is the tale of a high society marriage in seventeenth century Holland, from courtships to weddings to daily married life and funerals. The show follows Rembrandt and Saskia from their meeting to her untimely early death after 10 years of marriage. Paintings, drawings, and etchings by Rembrandt, as well as letters and poetry, are featured alongside wedding portraits, objects, and jewellery from the period, offering insight into what weddings and married life meant in the Golden Age of 17th century Holland.
