Examines intra-alliance politics between the United States, Japan, and South Korea.In an age of increasingly complex security situations around the world, it is essential that students and practitioners understand alliances and minilateral security mechanisms. Partnership within Hierarchy examines, in depth, the troubled evolution of the US–Japan–South Korea security triangle from the Cold War period to the present time. Referencing a voluminous amount of declassified documents in three different languages, Sung Chull Kim, through six case studies, delves into the common questions arising in different historical periods, such as who should pay costs, what to commit, and why. Burden sharing and commitment, Kim shows, emerged as the main subject of competing expectations and disagreements arising between the capable middle power Japan and the weak power South Korea. Kim details how the dominant power, the United States, has controlled the red lines and intervened in the disputes, the result of which is in most instances a balancing effect for the triangle. In this vein, he persuasively accounts for why historical disputes between Japan and South Korea, which submerged during the Cold War, reverberate today when asymmetry between the two is substantially balanced.

While being critical of the current trend that focuses on the China-U.S. rivalry alone, Kim argues that a microanalysis of China's advances toward its neighbors is a guide to understanding the trajectory of China's expanding influence and transitions in world politics more broadly. Economic asymmetry-as seen in trade concentration, non-transparency, and reliance on bilateral aid-has made China's small neighbors vulnerable on the political front, thus generating potential threats to their sovereignty and independence. Because China has the upper hand in the bilateral relationships, these weak states practice dual-core hedging as a strategy for survival. They hedge on China for expected economic benefits and at the same time hedge against their powerful neighbor to mitigate the risks involved in that hedging-on. Each small state's mode of hedging depends on its degree of vulnerability and its availability of policy instruments such as multilateral institutions and bilateral partnerships with extra-regional powers.

Revision with unchanged content. Knowledge management (KM) is on its way to becoming an integral business function and a new aspect of management for many organizations. Although it can be argued that public sector organizations increasingly face similar pressures as the pressures on the private sector, public sector organizations, partly because of their public ownership and limited competition, may not pursue KM as strongly and effectively as private sector organizations. It seems, therefore, reasonable to expect that there will be differences in understanding, best practice, and performance indicators between the two sectors and how they impact drivers for KM activity. This study tests empirically the basic KM arguments that KM in public organizations differs from that carried out in private organization. In the literature review, the key dimensions of KM are described (chapter 2). In Chapter 3, research model and the hypotheses were developed. Chapter 4 covers the analysis and the findings from the survey. Chapter 5 summarizes findings and connects them to the purpose of the study, and makes recommendations for further developments of KM in pubic organization with some conclusions. This book makes a contribution toward the knowledge and competences needed by researchers and practitioners in KM field.

This book represents the results of 45 years of research on a wide range of topics, including atomic physics, single-molecule enzymology, whole-cell metabolism, physiology, pharmacology, linguistics, semiotics, and cosmology. It describes the first comprehensive molecular theory of the genotype-phenotype coupling based on two key theoretical concepts: (i) the conformon, the conformational wave packet in biopolymers carrying both the free energy and genetic information; and (ii) the intracellular dissipative structures, the chemical concentration waves inside the cell that serve as the immediate drivers of all cell functions. Conformons provide the driving forces for all molecular machines in the cell, and intracellular dissipative structures coordinate intra- and intercellular processes such as gene expression and cell-cell communications.One of the predictions made by the cell language theory (CLT) is that there are two forms of genetic information — the Watson-Crick genes transmitting information in time (identified with DNA), and the Prigoginian genes transmitting information in space (identified with RNA expression profiles). The former is analogous to sheet music or written language and the latter is akin to audio music or spoken language, both being coupled by conformons acting as the analog of the pianist. The new theory of DNA structure and function constructed on the basis of CLT can rationally account for most of the puzzling findings recently unearthed by the ENCODE (Encyclopedia of DNA Elements) project.The Cell Language Theory has important applications in biomedical sciences including drug discovery research and personalized medicine on the one hand and in the mind-body research and consciousness studies on the other.
