Born in Monroe Louisiana and migrating to the city of Chicago, Illinois. Zachary began his musical journey at the tender age of ten. Zachary's training was helmed by some of Chicago's finest in the area of choral, church and vocal music. He has done extensive training in voice pedagogy at Roosevelt University/Chicago Musical College, under the guidance of Mr. Robert Long and Ms. Ruth Ann Bishop. In 1998 and 2002, he was the recipient of the Musicianship and Creativity Award from Thurston G. Frazier Memorial Chorale. His compositions and arrangements have been featured at The Gospel Music Workshop of America and have allowed him the honor of working with some of the countries most talented and gifted musicians. From 2000 up until 2013, Zachary served as Praise Team Leader, Director of Children's Music and Director of Music at churches throughout the Chicagoland area. His latest joy is working with children's voices at Lifeline Church in Cicero, Illinois, where he is a current partner. Over the last ten years, Zachary has devoted and committed the necessary tools in developing and training children's voices. He believes all children should be given the opportunity to learn and embrace the "art of singing". Zachary has written and published music ranging from choral, children and instrumental. His latest work, "Bethlehem's Joy", will be premiering in the fall/winter of 2016. To his credit, Zachary has shared the stage with Felicia Coleman-Evans, Milas Armor and jazz legend, Phil Cohran. He has performed tenor solo works such as George Frederic Handel's "Messiah", "Judas Maccabeus" and Theodore Dubois, "The Seven Last Words of Christ". He has also had the privilege of singing with such prominent choirs such as Love Enlightenment Chorale, Delegation for Christ, The Apollo Chorus, Community Renewal Chorus and Chicago Community Chorus. Zachary has continued to hone his skills as a composer, conductor, teacher and musician and he counts it all joy, honor, and privilege to be chosen by God to help lead the church in music "Excellence".
Becoming Bureaucrats

Becoming Bureaucrats

Zachary W. Oberfield

Bureaucrats are important symbols of the governments that employ them. Contrary to popular stereotypes, they determine much about the way policy is ultimately enacted and experienced by citizens. While we know a great deal about bureaucrats and their actions, we know little about their development. Are particular types of people drawn to government work, or are government workers forged by the agencies they work in? Put simply, are bureaucrats born, or are they made? In Becoming Bureaucrats, Zachary W. Oberfield traces the paths of two sets of public servants-police officers and welfare caseworkers-from their first day on the job through the end of their second year. Examining original data derived from surveys and in-depth interviews, along with ethnographic observations from the author's year of training and work as a welfare caseworker, Becoming Bureaucrats charts how public-sector entrants develop their bureaucratic identities, motivations, and attitudes. Ranging from individual stories to population-wide statistical analysis, Oberfield's study complicates the long-standing clichÉ that bureaucracies churn out bureaucrats with mechanical efficiency. He demonstrates that entrants' bureaucratic personalities evolved but remained strongly tied to the views, identities, and motives that they articulated at the outset of their service. As such, he argues that who bureaucrats become and, as a result, how bureaucracies function, depends strongly on patterns of self-selection and recruitment. Becoming Bureaucrats not only enriches our theoretical understanding of bureaucratic behavior but also provides practical advice to elected officials and public managers on building responsive, accountable workforces.

In his new book, Zachary W. Oberfield investigates the question of whether charter schools cultivate different teaching climates from those found in traditional public schools. To answer this question, Oberfield examined hundreds of thousands of teacher surveys from across the nation. The result is a trenchant analysis that deepens our understanding of what the charter experiment means for the future of US public education. Are Charters Different? shows that the teaching climates of charter and public schools do differ in important ways and explores the relative strengths and weaknesses of each. In addition, the book inquires into critical differences within the charter sector, between for-profit and nonprofit charters, and between independently operated schools and those that are part of educational management organizations. Ultimately, the book argues, the choice between charter and public schools should be more about what we value in public education and consider acceptable trade-offs.

In Oil and Gas Waste Governance, Zachary Mahafza, Joseph A. Aistrup, Jonathan M. Fisk, and Lorraine W. Wolf tell the story of unconventional oil and gas production, earthquakes, and how they both relate to the much broader conversation centering on private property, energy production, and the role of science within the public policy process, and environmental sustainability.Utilizing a unique national-level dataset that includes human-induced earthquakes associated with oil and gas development between 2006 and 2018, the book combines insights on focusing/tipping events, media, geoscience, and state-choice to develop and test a new model of event-driven policy change. Examining the politics of induced seismicity at the national level as well as in Ohio and Oklahoma, the authors demonstrate how event severity and frequency interact with political and social considerations and, in turn, contribute to administrative decision-making. Oil and Gas Waste Governance offers a much-needed examination of seismicity in Public Administration and Public Policy.

A concise, updated successor to the successful Mechanics of Materials by Higdon, Olsen, Stiles, Weese, and Riley. This text is designed for a first course in mechanics of deformable bodies; it presents the concepts and skills that form the foundation of all structural analysis and machine design. Presentation relies on free-body diagrams, application of the equations of equilibrium, visualization and use of the geometry of the deformed body, and use of the relations between stresses and strains for the material being used. Stress transformation is covered later in this book than in the Higdon text. Includes many illustrative examples and homework problems. Also contains computer problems and an appendix on computer methods.
