Researchers analyzed alternative price and credit policies for depot-level reparable parts and consumables to identify options that would provide units with greater predictability in budget execution, simplify turn-in transactions to reduce reliance on credits, help the supply chain operate more efficiently, and free up the time that commanders, leaders, and soldiers currently spend on managing credits and changing prices throughout the year.

Puerto Rico's seaborne logistics capacity is assessed in the context of the anticipated increase in imported materials used in recovery projects following Hurricane Maria. Key constraints at ports and on roads are identified. This analysis shows that the increased traffic from implementing the recovery plan can be supported with existing infrastructure using modest mitigation actions.

How could the U.S. Army improve its distribution of heavy secondary items that account for a small proportion of the overall items but comprise the majority of the weight shipped? This report analyzes how the Army could leverage the scheduled-truck network of Defense Logistics Agency Distribution hubs to reduce wait time for customers while saving nearly $1 million monthly in shipping costs.

The Army wished to understand whether the Army s Force Generation (ARFORGEN) cycle created ebbs and flows in the ability of military treatment facilities to provide care and respond to changing family needs as soldiers and care providers deploy and return home. This study examines how the cycle affects capability and soldier health care utilization at Army military treatment facilities and how it affects family health care utilization."

This report assesses the contribution of defense spending in Hawaii to the overall levels of output, employment, and earnings in Hawaii's economy. The analysis finds that spending on defense procurement and personnel was related to 18 percent of Hawaii's 2009 GDP and 101,000 jobs. A sensitivity analysis indicates that defense personnel savings rates and where some earnings are spent could decrease the result by around 10 percent.

The findings presented here reexamine capabilities-based programming by introducing a new definition of capability metrics and a new set of algorithms for building and evaluating programs. The tools provide the programmer with a means to quantitatively and reproducibly develop programming options in light of an uncertain future, serving as a means to express capabilities and risks of resource allocations in terms of national planning objectives.

A new metric for measuring expeditionary medical support (EMEDS) and a construct for applying it across three Air Force medical missions: deployed military support, humanitarian relief, and defense support to civil authorities. The new metric focuses on the rate at which each component of the deployment system can evaluate, stabilize, triage, treat, and evacuate patients, or the medical STEP rate, to replace the current inadequate measure, beds.

This technical report describes the F-15 programmed depot maintenance (PDM) process as performed at the Warner Robins Air Logistics Center (WR-ALC) in FYs 2004-2006. The average WR-ALC F-15 PDM visit runs behind schedule and lasts about four months. Also, PDM can wait a long time for parts; aircraft move through PDM steps out of sequence, with missing parts catching up with the aircraft when they become available, or cannibalize other aircraft. This technical report describes the F-15 programmed depot maintenance (PDM) process as performed at the Warner Robins Air Logistics Center (WR-ALC) in FYs 2004-2006, assessing PDM duration and the challenges the process faces.
