This book addresses the sustained failure to properly fund local government in England. While there has been plenty of rhetoric and policy initiatives around devolution of power to local authorities in recent decades, continuing recently with the English Devolution Bill, there has been far less attention paid to how these endeavours will be practically delivered and, most importantly, funded. In this context, the motivation in this book is to consider how local government in England could be funded differently. How can the continual hand to mouth existence of local authorities, and those that work to support them, be improved? Drawing on a system-based analysis of international local government practice, the authors develop a new theory of embedded autonomy to help understand and frame how local government can be funded effectively in England.

The 1980s were years of momentous change on Britain’s railways. At the dawn of the decade it was still possible to travel on a Sundays-only St Pancras to Manchester Piccadilly service that traversed the Woodhead route, or catch a Deltic-hauled express from York to London King’s Cross. The 1980 edition of Ian Allan’s Motive Power Combined Volume listed more than 3,700 diesel and electric locomotives. Slowly but surely over the following ten years, these familiar sights would begin to disappear. The Woodhead route and its twenty-seven-year-old fluorescent-lit tunnel was closed, the Deltics withdrawn, and hundreds of other diesel and electric locomotives taken out of service – most to be scrapped, with a precious few preserved. The first generation diesel multiple units began to be phased out and a new breed, the ‘Sprinter’, began to appear. This book presents a collection of photographs of the motive power that characterised this decade of change, many featuring locations and infrastructure that, like the machines themselves, have gone forever.

Coal and iron making first brought railways to what is now called South Yorkshire. Perhaps most historically of all, the immense challenge of piercing the Pennines at Woodhead was met with the construction of the Great Central’s line from Sheffield to Manchester, later famously electrified and then regrettably closed. The six principal classes of diesel locomotive that once made up the ‘Type 4’ classification – the 40, 44, 45, 46, 47 and 50 – were the survivors of a wider group that can trace its origins to the British Transport Commission’s Modernisation Plan of 1955. Designating a power output of between 2,000 and 3,000 hp, the type once contained representatives of several non-standard and one-off prototype builds, including the Warship and Western diesel-hydraulics, which between them originally numbered over 100 examples. The scrapping, exporting or accidental writing off of the numerous Type 4 prototypes in the 1960s and early 1970s – with the exception of the ten Class 44 Peaks – left a cohort of over 900 diesel-electrics that became the real backbone of the BR fleet, including the most numerous single mainline class ever built in Britain, the ‘Brush 4’ – or Class 47, as it later became. This pictorial collection presents a wide-ranging selection of images of Type 4 locomotives from the late 1970s to the present day, photographed and compiled by Andrew Walker and John Walker with contributions from fellow photographer Vaughan Hellam.

For many people, Doncaster will always be a railway town. Its association with locomotive building and with the prestige express trains of the East Coast Main Line goes back over 150 years, its name synonymous with the Flying Scotsman, the Elizabethan, and the Talisman – proud flag-bearers for the Great Northern Railway and later the LNER. Its attraction for railway enthusiasts and photographers hardly requires explanation; suffice it to say that even in the post-steam era, it was the place to be for anyone keen to see a daily cavalcade of varied diesel power with the bonus of non-stop trains travelling at speed to and from the capital. From shunters and DMUs to the mighty Deltics, and from unfortunate candidates for scrapping to immaculate ‘ex-works’ examples fresh from the nearby ‘Plant ’, there always seemed to be something happening at Doncaster. In this pictorial collection, photographers Andrew and John Walker have compiled a selection of nearly two hundred images from the 1970s and 80s to the present day, illustrating this diversity. The book focuses on diesel traction in the pre-electrification era, though later images represent the Doncaster of the twenty-first century, sadly now without its famous locomotive works but still a strategic and important junction on the national network.
