The U.S. government has developed hundreds of approaches to promote and protect critical technologies and their associated industrial base, and the sheer number and diversity of these programs, policies, and initiatives present a logistical challenge for the U.S. Department of Defense (DoD). The authors of this report describe a tool designed to help DoD decisionmakers--upon discovering a risk or vulnerability to a critical technology--quickly and effectively determine relevant approaches to mitigate the problem.

Tasked with developing a new capability for U.S. Air Force human resources planners, the authors have developed an initial prediction prototype tool that can be used to alert decisionmakers of emerging problems and thus allow them enough time to consider adjusting accession and retention policies before shortages occur.

This update of a previous report provides findings on economic activity supported by total Army spending in congressional districts for fiscal years 2014 through 2017. Using input/output models, researchers estimated that the Army directly spent approximately $80.1 million in the median congressional district and $1.3 billion in the median state in fiscal year 2017, translating into approximately 3,800 jobs per district and 48,000 jobs per state.

In this report, RAND researchers explore an application of artificial intelligence that would enable the U.S. Air Force to leverage existing data for improved human resource management policies and practices. The main purpose of this report is to serve as a worked example for Air Force policymakers as they consider how to approach the potential ways in which artificial intelligence can improve human resource management processes.

This report summarizes research on how top-down risk analysis models could help inform the staffing, systems, and strategies for the U.S. Air Force Security Forces. Although existing security planning supports bottom-up, asset-based security planning, such processes do not fully explore the risk trade-offs, nor do they identify opportunities for SF strategies to manage multiple risks simultaneously.

The Fiscal Year 2019 National Defense Authorization Act established an alternative framework for setting promotion policies for military officers in competitive categories. The authors examine whether a shift to alternative promotion authority (APA) would be beneficial to the U.S. Air Force, how it would be implemented, and the use of related policy options-merit sequencing and lineal zone management-under either conventional or APA.

The authors examine how joint educational institutions and stakeholders and the military services can support a transition to joint professional military education using the outcomes expected of graduates rather than traditional learning processes.

This report assesses the effect that proposed military human resource management flexibilities could have on Air Force officer accessions, promotions, separations, and other force management outcomes. The assessments identified flexibilities that would benefit the Air Force and characterized subsets of the military workforce to which they could be advantageously applied.

Mechanical Engineering, an engineering discipline borne of the needs of the in dustrial revolution, is once again asked to do its substantial share in the call for industrial renewal. The general call is urgent as we face profound issues of pro ductivity and competitiveness that require engineering solutions, among others. The Mechanical Engineering Series features graduate texts and research mono graphs intended to address the need for information in contemporary areas of me chanical engineering. The series is conceived as a comprehensive one that covers a broad range of concentrations important to mechanical engineering graduate education and re search. We are fortunate to have a distinguished roster of consulting editors on the advisory board, each an expert in one of the areas of concentration. The names of the consulting editors are listed on the next page of this volume. The areas of concentration are applied mechanics, biomechanics, computational mechanics, dynamic systems and control, energetics, mechanics of materials, processing, ther mal science, and tribology. I am pleased to present this volume in the Series: Modern Inertial Technology: Navigation, Guidance, and Control, Second Edition, by Anthony Lawrence. The selection of this volume underscores again the interest of the Mechanical Engi neering series to provide our readers with topical monographs as well as graduate texts in a wide variety of fields.

'Lawrence's poems are skilfully made artefacts and intensely experiential...[His] characteristic attraction to intensity pays off in a newly austere lyricism.' ("The Age", Melbourne). Anthony Lawrence is one of Australia's most highly-regarded poets and winner of two of the country's most prestigious poetry prizes. He characteristically sets his poems within powerful landscapes and seascapes. There is a dramatic confrontation in them, between the elemental forces of nature, and those within the consciousness of his characters. His focus is on relationships, the rhythms of work, and the presence of danger in these primal settings. In an interview, Lawrence says of his work: "I'd like to think that [...] my poems achieve this tricky balance: landscape veined with humanity, flora, fauna, what's imagined and what's experienced [...] I write about nature to define my life." "Strategies for Confronting Fear", a selection from his seven most recent poetry collections plus a substantial body of new work, is Lawrence's first volume of poetry to be published in the UK. 'Lawrence has crept up on the audience for Australian poetry. He is now one of the most assured and challenging of our poets. This volume ["The Sleep of a Learning Man"] is a testament to craft skills at the service of a relentless self-questioning.' ("Australian Book Review").
