Under första hälften av 1980-talet ölkade anatalet socialbidragstagare i Sveriga dramatiskt. Eftersom socialbidragen har sina rötter i fattigvården kan den utvecklingen tolkas som ett bevis för ökande fattigdom. I en studie av fattigdomen i 1980-talets Sverige prövar författaren olika fattigdomsdefinitioner. Vilken definition som används påverkar både vilka människor som sägs vara fattiga och vilka orsaker fattigdomen sägs ha, och resultaten har betydelse för kopplingen mellan socialbidragstagande och fattigdom.
