Han har f et ordre om at sejle til Stillehavet, n rmere betegnet Nicaraguas kyst og levere st tte til en lokal godsejer i form at krudt og skydev ben. Planen er at godsejeren Don Julian Alvarado skal g re opr r mod Spanien - som er Frankrigs og Napoleons allierede. Men da Hornblower ankommer til Nicaragua viser det sig, at godsejeren er blevet rablende gal og nu kalder sig selv for el Supremo (Den Alm gtige).
