They also analyze major defense acquisition programs to determine if it is possible to identify programs that might incur a future Nunn-McCurdy breach by reviewing a number of acquisition programs that have incurred breaches and analyzing them for common characteristics.

This report assesses in what ways and to what degree unmanned surface vehicles (USVs) are suitable for supporting U.S. Navy missions and functions. It briefly characterizes the current and emerging USV marketplaces to provide a baseline for near-term capabilities, describes USV concepts of employment to support diverse U.S. Navy missions and functions, and evaluates these concepts of employment to identify specific missions and functions for which they are highly suitable.

The authors review recent trends in inequality in outcomes and opportunity and present evidence on their correlation across countries and within countries across time, then present a framework to understand the mechanisms underlying the relationship between inequalities in income and opportunity and discuss the potential effects of policies on opportunity and how these can be quantitatively assessed.
