Authors present a framework for evaluating combat support requirements, basing posture vulnerabilities, operational resilience, and mitigation strategies to support combat operations in a denied environment. Analysts can assess combat support design vulnerabilities against attacks by near-peer or regional powers and the costs, effectiveness, and risks of alternative strategies to mitigate potential adversary anti-access/area-denial capabilities.

The authors assess alternatives for a next-generation intercontinental ballistic missile (ICBM) across a broad set of potential characteristics and situations. They use the current Minuteman III as a baseline to develop a framework to characterize alternative classes of ICBMs, assess the survivability and effectiveness of possible alternatives, and weigh those alternatives against their cost.

This monograph assesses China's aerospace capabilities and the extent to which China's participation in commercial aerospace markets and supply chains is contributing to the improvement of those capabilities. It examines China's commercial aviation manufacturing capabilities, its commercial and military capabilities in space, Chinese government efforts to encourage foreign participation in the development of China's aerospace industry, transfers of foreign aerospace technology to China, the extent to which U.S. and other foreign aerospace firms depend on supplies from China, and the implications of these issues for U.S. security interests.

The purpose of this report is to assist Department of Defense decisionmakers called upon to respond to adverse economic shocks by identifying opportunities for improving analysis of shocks and their effects on U.S. defense postures. The authors examined historical and hypothetical instances in which shocks threatened or would threaten defense postures to identify the types of questions that an analytic capability might be able to answer.

This report assesses Chinese investment in U.S. aviation from 2005 to 2016. It provides context in China's demand for aviation products and aviation industrial policies, while assessing technology transfers and impact on U.S. competitiveness. Chinese investment in U.S. aviation over the past decade has primarily involved lower-technology general aviation manufacturers that do not affect U.S. competitiveness.

NASA's Aeronautics Research Mission Directorate is working to expand flight research in order to advance the maturation and demonstrate the application of new aeronautics concepts and technologies over the next ten years. It therefore asked RAND to assess flight research capabilities and needs, identify any gaps, and develop management options that would facilitate increased and improved flight research.

The authors present a framework and methodology to identify the roles and responsibilities of those implementing Department of Defense policies and also potential conflicts, ambiguities, gaps, inconsistencies, and redundancies in those policies. They introduce a new software tool that automates one step of the methodology--EPIC--and demonstrate its use with three case studies to illustrate the technique and also the tool's flexibility.

What aeronautics research should be supported by the U.S. government? What compelling and desirable benefits drive that research? How should the government make these decisions? The authors develop a unified decisionmaking approach for addressing these questions. This framework quantifies the social and economic reasons for the research, balances competing perspectives, and enables transparent explanation of the resulting decisions.
